It is customary in a campaign for Republicans to speak of a “rubber stamp” Congress and “must” legislation. But anyone who has watched Congress closely, especially in the two years since the Republican Congressional upsurge of 1938, can testify that Mr. Roosevelt has felt repeatedly the checkrein of Congress. This is because of the obvious fact that there is a sizable aggregation of Democrats conservative by nature, particularly from the South, who are not in the habit of jumping when the President whistles. In the last two years these have joined with Republicans from time to time to thwart him,
So It's No “Rubber Sfamp”
The Southerners are still around, intrenched in key positions achieved through the seniority rule. The election changed none of that. Some of them, too, are bitterly anti-Roose-velt. They opposed the third term and are still sore about the Chicago convention. The “purge” attempt of two years ago proved that the President could not shake them from their seats. Resentment over that maneuver still rankles. : It was openly demonstrated, for instance. in the publicized staying away from the polls of Senator “Cotton Ed” Smith of South Carolina. However Republicans may describe Congress, Mr. Roosevelt knows that the term “rubber stamp” is exaggerated. :
McNary Keeps Old Role
No more astute strategist and creator of coalitions sits in Con|gress than the Senate's Republican | leader, Charles L. McNary of Ore|gon, and he will be back in his old role, somewhat happily, one might surmise, now that his campaign for the Vice Presidency is finished in defeat. Angry voices which have been raised repeatedly against the Administration’s foreign policy as warlike will be raised again. Detroit Turns Tide Away From Willkie; Dickinson Farther Behind.
DETROIT, Nov. 7 (U. P.).—Nearly complete unofficial returns from Michigan’s.- 3682 precincts today gave President Roosevelt a lead of 3500 over Wendell L. Willkie. With 3566 precincts unofficially tabulated, the count stood: Roosevelt, 1,018,021; Willkie, 1,014,512. Wayne County (Detroit) votes erased Mr. Willkie's early lead and turned the tide Democratic although failing to dislodge the 12-year regime of Senator Arthur H, Vandenberg. It was possible that if the remaining Detroit precincts did not show too great a Democratic margin, the outstate areas, most of which gave Republican margins, might overcome the slim lead. With 38527 precincts unofficially counted, Mr. Vandenberg led his Demcecrat rival Frank Fitzgerald 1,001,232 to 901,716. In the gubernatorial race Murray D. Van Wagoner (D), increased his margin of victory over 8l-year-old Governor Luren D. Dickinson. With 3577 precincts totaled: Van Wagoner 1,033,475; Dickinson 904,896.

Senate Committee May Hold Hearings in Chicago And New Jersey.
WASHINGTON, Nov. 7 (U. P.).— Chairman Guy M. Gillette of the Senate Campaign Expenditures
| Committee said today that he will
call a meeting of the group possibly next week to determine whether investigations of alleged election ir-
regularities will be continued. He indicated hearings may be held in Chicago and New Jersey. Senator Gillette said the committee will canvass the facts developed to date and will write a report to the Senate, probably recommending Phanges in the Hatch Clean Politics ct.
He listed these three matters which may be considered: 1. The $3,000,000 limitation on the annual expenditures of a national campaign committee. Senator Gillette said he felt Congress meant to limit each candidate to that amount, but that some lawyers had interpreted the law to permit spending that sum by independent organizations working for one candidate or the other. 2. The $5000 limitations on individual campaign contributions which may have been abused. 3. The possibility of exerting such Federal authority as is constitutionally possible to limit expenditures in primary elections for nomination of Federal office.
