Model Child Welfare Bills to Be Studied at Social Session
When the 2500 social workers from ‘all parts of Indiana gather here Wednesday for. their four-day convention, bills to be placed before the 1941 General Assembly already will be drafted. These tentative bills to be introduced in the Legislature are the result of more than a year’s work on the part of social workers and leaders. They are confined to the care and treatment of children and are
an attempt at a complete codifica-| “In this day and age, when the tion of all laws in Indiana pertain-' needs are great and many hours ing to child care. are spent in discussing and attemptMany of the laws under which|ing to adopt the most valuable and child care is administered in Indi-|effective methods for child care, ana are the result of legislation|antiquated laws seem almost as inpassed as long ago as 1852, excusable as antiquated methods in Mrs. Perry Lesh, chairman of the|the field of medicine.” Indiana Citizens’ Committee on|{ One of the three proposed bills Child Welfare Legislation, who was| was drafted by Juvenile Court Judge active in the proposed codification,| Wilfred Bradshaw. The bill is “an said: act to establish juvenile courts and
a separate court in Marion County.” Among the many changes, it would do. away with the present weaknesses outlined by the Judge. Among those weaknesses are. Definition of delinquent child obsolete; jurisdiction over boys under the age of 16 years only; no jurisdiction in case of adoption; no provision for private court hearings; no jurisdiction over cases of insanity; and no provision for establish-
ment and use of medical, psychological and psychiatric clinics, According .to Judge Bradshaw's bill, the law would refer to “te pendent, neglected, illegitim and delinquent children as children needing the care of the state; provide for concurrent jurisdiction with probate court in cases of adoption; provide for complete jurisdiction in cases of illegitimacy; redefine delinquency; provide for jurisdiction
over boys, as well as girls, under the age of 18 years; provide for commitment of a child to any institution or agency, transmitting with the-order of commitment a summary of the court’s information concerning the child. Opening general session of the
conference will be held at Keith's Theater Thursday at 8:30 p. m.
