Hillis Says Rival Backers Seek 1 Per Cent Exaction From Workers.

Glen .R. Hillis, Republican candidate for Governor, charged backers of his Democratic opponent with “bearing down” on State employees

fo contribute to a campaign fund, an address last night at South Bend, . Mr. Hillis read a photostatic copy of a letter purportedly written by John W. Michael, Fayette County Pémocratic chairman, to Ed Wilken, campaign manager for Lieut. Gov.

_ Henry F. Schricker.

The letter, Mr. Hillis said, indicated State employees were being threatened with dismissal if they did

not contribute 1 per cent of theirfWyoming,

salaries far the last two years in addition to their regular Two Per Cent Club dues.

Some Didn't Reply .

The letter as read by Mr. Hillis follows, in part: “Dear Ed: In answer to your letter of the 11th in regard to our State employees from this county, wish to advise you we are not receiving the proper support from several of them at the present time. “We sent out letters to all of them the latter part of August telling them we expect 1 per cent of their wages for two years and some of them have never as much as answered the letter. We told them they could pay| in three payments, September, October and November.” Mr. Hillis said those failing to respond included a woman receiving $70 a month and maintenance at the Richmond State Hospital and a man receiving $68.50 and a woman $42.50 at Richmond.

Wants Them Moved

The letter, as read by Mr. Hillis, continued: “The above two are man and wife and even have a home on the grounds and get .full maintenance. I sent this bird a letter two years ago and he ignored it. If I do not hear from him the only thing I want is to let me move him the day after the election.” ? Mr. Hillis said the letter closed

with: “Please show this letter to]

Henry and tell him if they do not do their part I want some help in .moving them.” The Republican nominee reiterated his pledge that there will be no new taxes leviéd in Indiana and

said there will be an elimination of useless boards, bureaus and com- | missions in order that more gov-|

ernment may be exercised locally. In a speech at Knox, the home town of Lieut. Gov. Schricker, Mr.

° Hillis charged that a booklet, “Tax

Facts at a Glance,” is in reality a political brochure - published at taxpayers’ expense and is not, as it purports, a report of the gross income tax division. He also charged that the booklet concealed many facts and half told others and that when all the information is told |it proves that the tax burden in Indiana is greater than it ever has| been and is constantly increasing. :

Chairman Martin Joins ‘in Indorsement of Hoosier For Re-election.

WASHINGTON, Oct. 30.—Having enjoyed the personal blessing of Wendell L. Willkie on his own home grounds, Rep. Charles A. Halleck (R. Ind.) today was given a ringing indorsement for re-election in the Second District by five national leaders of the Republican Party. They include Rep. Joseph W. Martin Jr. of Massachusetts, chairman of the Republican National Committee; Rep. J. William Ditter of Pennsylvania, chairman of the National Republican Congressional Committee; Rep. Bruce Barton of New Xork, the G. O. P. Senatorial

Republican Mountain States regional director, and Senator John G. Townsend of Delaware, chairman of the Republican Senatorial Campaign Committee.

Termed ‘Real Leader’

“Charlie Halleck has made a great contribution to the success of the national campaign aid deserves the support of every true patriot,” Rep. Martin said in a prepared

statement. “Halleck has not spared

himself in behalf of Willkie and

McNary. He has proved himself a real leader in the party.” Rep. Ditter termed Rep. Halleck “a man who is always fighting for the finest ideals of true-blue Americanism. “In his Congressional duties, he serves his entire district without regard to partisanship,” he said. “The Republican Party and the nation need Charlie in the House.” Pointing" out that Rep. Halleck is the dean of Hoosier Republicans in the House, Rep. Barton said: “Halleck is a seasoned legislator. He has demonstrated great courage, fidelity and patriotism. His reelection would be a sort of life insurance policy on the Constitution of the United States.”

‘Great American’

Senator Townsend indorsed Rep. Halleck as “one of the hardest working Congressmen .I ever have known.” “No man has kept himself so well informed on the diplomatic maneuvers of the New Deal meddlers,” Rep. Horton declared. “Halleck insists that ourfirs t job is to make America safe and strong. Were it not for my responsibilities in the mountain region campaign, I should like to campaign for Charlie in every one of his 13 counties. y “He is a great American. As the man who placed the name of Wendell Willkie before the Republican National Convention at Philadelphia last June, he has attained a lasting place in the history of the Republic. Indiana is rightly proud of him.”

ASKS RULING ON DRAFT LETTERS

U. S. Attorney Takes Action " On Howard County Notes Attacking Lottery.

U. 8. District Attorney B. Howard Coughran said today he has asked the U. 8. Attorney General at Washington for an opinion on any possible criminal liability in connection with form letters attacking the Selective Service Act sent to Howard County draft registrants. The letters, copies of which were turned over to Mr. Coughran at the request of state draft officials and Governor Townsend, were signed by Howard County Republican Chairman W. W. Dragoo, and read in part: “You are now subbject to com-

peace. Now you can be dictatorially taken from your job and from your family for compulsory military serve... ..”

Assailed by Townsend

Governor Townsend branded the letters as an action “bordering on treason” and asked State Selective

son Hitchcock to send copies to national draft head Clarence Dykstra and the U. S. District Attorney here. Mr. Coughran said he asked the U. S. Attorney General by mail for an opinion to “see if the language in the letter is strong enough to constitute an effort to obstruct the draft.” In each letter, the registrant was informed that his draft serial number was typed on the face of the envelope. It also urged the receiver

Governor Townsend said of the letter: “It clearly violates the spirit of the selective service and is an apparent, tactic to discourage obedience to an act of Congress during a ‘national emergency.” : Mr. Dragoo, who was reported to be in Indianapolis today, could not be reached for comment. WILLIS WANTS MINTON PLANS

Claims Senator Confines His Talks to ‘Smearing’ of Willkie.

Raymond E. Willis, Republican Senatorial - candidate, speaking at three north side meetings here last night, accused his opponent, Senator Sherman Minton, of “failing to answer important campaign questions.” “Mr. Minton has confined his speaking program entirely to a smearing attack on Wendell Willkie with no word in explanation of his conduct in Congress or one word of

{ what he proposes to do if re-elect-

ed,” Mr. Willis said. He asked Senator Minton if he would “again lead a fight to pack the Supreme Court™ or introduce “another bill to gag the free press of America?” “The people have a right to know the answers to these questions,” Mr. Willis said. The candidate said an engineer who tried to get a job in the defense projects “was told by Senator Min-

ton to get an indorsement from his|

precinct committeeman.” “That is Senator Minton’s idea of national defense. It isn’t national defense at all—it is political defense,” he said.
