P.) .—Federal Judge Michael Igoe has approved a plan for reorganization of the Chicago, Milwaukee, St. Paul & “Pacific Railroad which would elim“inate the equity of common and “preferred stockholders. The Interstate Commerce Commission previously had recommended the plan, the railroad’s second reorganization program in 10 years. “Court approval overruled objections from shareholders. The plan outlined a capital re“duction from $744,760,000 to $548,~533,000 and a slice of more than °$19,000,000 annually from the $23,000,000 fixed cost budget.

Total Oil Embargo, Ban on Copper, Steel Believed Considered by U. S.

WASHINGTON, Oct. 22 (U. P.). —Further economic pressure by the United States against Japan appeared today to depend on the outcome of Japan’s negotiations with the Dutch East Indies for increased

supplies of oil. There have been persistent reports here for several weeks—ever since President Roosevelt embargoed shipments of scrap iron and steel— that officials were considering an embargo on all petroleum products to Japan. It was authoritatively reported today that a total oil embargo, as well as an embargo on copper, steel and pig iron, still was being considered. At present only high test gasoline is on the proscribed oil list. This . Government has taken no official part in the Japanese-Dutch East Indies oil negotiations, but it was assumed that it would like to see the negotiations break down. Some quarters believed that if Japan is denied access to more Dutch East Indies oil supplies and an embargo against all oil shipments from this country is applied, United. States and Japanese relations would be strained nearly to the breaking point.

ATTEMPT TO SAVE 25 IN BOMBED SHELTER
