JAPAN SNAGEED IN REACHING FOR EAST INDIES OIL
Head Negotiator Returns; Emperor Reviews Army OnEmpire’s Birthday.
TOKYO, Oct. 21 (U.P) —Reports of a serious hitch in Japanese negotiations to obtain oil from the Netherlands East Indies were followed today by a Foreign Office annhouncement that Seizo Kobayashi, chief of the Japanese negotiators, was returning to Tokyo. The Foreign Office “insisted that Negotiations were progressing satisfactorily and will be continued during Kobayashi’s absence by members of his suite and the Japanese consul general. A Domei news agency dispatch first reported Koboyashi, who is Minister for Commerce in the Cabinet, would leave Batavia, Netherlands East Indies, tomorrow in the liner Nichiren Maru to return to Japan “temporarily,” to attend ceremonies commemorating the 2600th anniversary. of the foundation of the Japanese Empire, “and also to consult the _ Government regarding his mission.” Negotiations Continue
A Batavia dispatch to the newspaper Asahi said that during Kobayashi's absence Tomotsune Ota, a Foreign Office expert attached to his Suite, would continue negotiations. Emperor Reviews Troops
Emperor Hirohito attended today 8 big military review in celebration of the Empire's 2600th anniversary. Fifty thousand troops, 200 tanks and 500 airplanes took part. Newspapers in their comment on the review emphasized the Army's responsibilities in the present world situation. Hochi said: “The Japanese Army’s duties have more than doubled with the conclusion of the new alliance with Germany and Italy, which aims at the construction of a new world order.”
PROGRESSIVE AID TO NEW DEAL AWAITED
WITH WALLACE MOTORCADE, in Iowa, Oct. 21 (U. P.).—Henry A. Wallace returned to his home state today after a conference with Senator Robert M. La Follette Jr., (Prog., Wis.), which caused political observers to predict the Roosevelt Administration would support Progressive candidates for state offiices in Wisconsin in exchange for support by the Progressives. Senator La Follette recently announced that he would support President Roosevelt for a third term although he does not agree with some of the President's foreign policies. Former Governor Philip F. La Follette, founder of the National Progressives of Amnierica third-party movement, is campaigning for his brother who seeks re-election to the Senate. In the September Wisconsin primary election, Republican candidates received more votes than the Progressives and Democrats combined. The Progressives placed second.
ART WEEK TO BEGIN IN NATION NOV. 25
Artists today turned their eyes to “Art. Week’—starting Nov. 25, announced by President Roosevelt to stimulate the sale of American art. The Indiana WPA will act as a co-ordinating agency and help arrange the Indiana exhibits, John K. Jennings, state administrator announced. Indiana artists, designers and craftsmen are eligible to enter their work and put a sale price on their articles. All work produced on Gavernment projects, including WPA. is barred from being offered for sale. Harry Engel, professor of fine arts at Indiana University, has been named state chairman.
FEARED DRAFT, ARMY DESERTER GIVES UP
LA PORTE, Ind. Oct. 21 (U. P.). —George Stefano, 29, who said he was a deserter from the United States Army, surrendered to La Porte police yesterday. He said he surrendered because he had registered for the selective service program last Wednesday and thought that he would be discovered by police. Stefano said he . deserted from Camp Wadsworth, Staten Island, New York on March 10, 1937. He has “been working on a La Porte County farm since his desertion. He is being held pending word
