NEW YORK, Oct. 16 (U. P.).—| Profit-taking reduced gains in the! stock market in afternoon dealings today after a morning rise of fractions to more than a point. Most leaders held a portion of early gains. In a few instances, including American Telephone, Anaconda, Chrysler and Consolidated Edison, minor losses were substituted. Trading turned dull. Steel shares, features on the recovery, fell back with. other sections, although Crucible issues and Youngstown Sheet & Tube remained strong. New industries—even in Indianapolis—are preparing for “total war.” The possibility of an “enemy” bomber evading coastal defenses and penetrating this far into the heart of the country may be regarded as remote but no chances are being taken. Because the old type of factory building “can’t take” bombing attacks, new designs are being developed. There is the “blackout” plant— such as Allison. ‘There is the splitunit plant—such as Marmon-Her-rington, And there is the underground factory—such as part of the smokeless powder plant at Charlestown is expected to be,

The blackout plant has the advantage of being invisible at night, may be camouflaged: more readily and workers can be more easily protected against poisonous gas because of the air conditioning.

Mr. Austin points out also that light, temperature, humidity, noise, dust and fumes can be controlled more easily in a windowless plant, giving advantages for making high precision machinery such as airplane engines or for making chemicals.
The H. K. Ferguson Co. of Cleveland is following the split-unit design for the . Marmon-Herrington Co.’s expansion here. The concern is making tanks for the defense program. Buildings are spaced some distance apart, making the factory less vulnerable to airplane bombs as damage to one unit would not impair efficiency in the others.

CHICAGO, Oct. 16 (U. P).— Acting Administrator A. W. Colebank announced today milk producers in the Chicago marketing area will receive a blended price of $1.75 per hundredweight for deliveries during September. The rate was 3 cents higher than that for August, but total payments to producers will be almost $100,000 less. September deliveries will bring producers $2,71€,475.24, compared with $2,814,23826 the previous month. because ,total deliveries last month were below those for August. There were 154,345,184 pounds delivered during September compared with 162,672,732 the previous period. The blended price was determined on the basis of prices which handlers paid for milk supplies in
the four classes of utilization. These were $1989 per hundredweight in in Class: s 11, st 314
Milk Producers in Chicago Area to Receive Higher Price
Class III and $1.159 in Class IV. The September poundage represented 54.03 per cent in Class I sales, 35.74 per cent in Class II, 1.83 per cent in Clas sII and 840 per cent in Class IV, Mr. Colebank said. Percentages in Classes I and II for September were higher than for August, while percentages in Class III and Class IV sales were lower than for the, previous period.

Public trading ‘in the common stock of Indianapolis Power and Light Co. began on the Chicago Stock Exchange today. The stock, formerly held by a utilities holding company in the East, was recently sold to the public at $24 per share. The ticker taep showed the first transaction was for 50 shares which
sold at 23% ($23.50).
McMaster, Hutchinson & Co. was appointed specialist. and odd-lot dealer and John W. Billings and W. W. Haerther were appointed cospecialists and odd-lot agents. The stock will be traded in the optional odd-lot system of the exchange.

Between Sept. 16 and 30 a total of $29,886,686 in national defense orders was placed in Indiana, according to the Office of Government Reports. This brings total Army and Navy contracts placed with Indiana manufacturers since June 13 to $77,488,162, Clarence Manion, Indiana director for the office, said. The WPA, in addition, has defense projects involving $375,825 and the Office of Education allocated $73,526 to Indiana for defense training. Largest Army contract in the latter part of September was for $23,050,000 to the Indiana Ordnance {Works at Charlestown for smokeless powder. General Motors Corp. at

State Division Anticipates Eight Per Cent Rise In Third Period.
The State Gross Ineome Tax Department expects an 8 per cent. increase in collections for the July-August-September period as compared to the same period last year. Gilbert K. Hewit, division director, said, “Preliminary calculations substantiated by reports from branch offices throughout the state point to an increase of about 8 per cent over collections for the same period last year. Collections for the second quarter of 1940 totalled $5,193,927.27 as the books were closed Oct. 1 preparatory to receiving payments now being made. Collections for the second quarter of 1939 totalled $4,878,354.46. That is an increase of $315,572.79, or 6.4 per cent, for the second quarter of 1940. “If Gross Income Tax collections continue to be as good as they have been during the past two years, at the end of 1940 approximately 145 million dollars will have been made available for replacement of property taxes since May 1, 1933. “The 1940 distributions from Gross Income Tax funds are how complete. The distributions are made to the local schools and local
purposes. The 1940 distributions totalled $20,639,456.74, and will serve as replacement revenue to lower property tax levies. * “Marion County received $2,349,752.25 in distributions. Property tax rates in Marion County would have to be raised 38 cents on each $100 to produce an ‘equivalent amount of revenue. In many other counties the rates necessary to produce amnunts equivalent to the amounts received run much higher. For example, in Switzerland County a rate of $123 on each $100 would be required.”

Goods Industry Sets Fast Pace for September. Payrolls and employment ine
creased in Indianapolis in Septeme ber for the fifth consecutive month. That is the report of the Indianapolis Chamber of Commerce in its monthly business review issued today. " The durable goods industry set the pace of the economic upswing. Machinery manufacturing plants showed advances. New building passed the million-dollar mark for the” sixth consecutive month. ‘The biggest construction gains were in business and industrial expansion. The survey showed that reports 0 the Indiana Unemployment Compensation Division from 156 manufacturing plants revealed a 1.6 per cent increase in employment and 6.8 per cent boost in payrolls from August to September,

The durable goods group ade vanced employment 5.6 per cent and payrolls 12.2 per cent in the same period. Retail trade firms showed gains of 10.2 per cent in eme ployment over August. - Manufacturing plants reported increased employment of 22.2 per cent and payrolls of 37.4 per cent over: September of last year. . The total valuation of building permits was 19.1 per cent ahead of a year ago, but 10 per cent‘under the preceding month. Relief Rolls Dip Electric power consumption gained 8.8 per cent over Septeme ber of last year. Industrial gas use was 10.5 per cent ahead of Sep=~ tember, 1939. : Relief rolls in Center Township declined 3 per cent from August and 39.9 per cent from September a year ago.
