ARMY DISEASE FIGHT PLANNED
‘Reynolds Outlines 4-Point Campaign Against Venereal Cases.
DETROIT, Oct. 10 (U. P.)—A four-point plan of control for venereal disease, termed the chief source of non-efficiency in the Army, was recommended today to delegates to the American Public Health Association meeting by Charles R. Reynolds, retired majorgeneral now with the Pennsylvania State Health Department. The plan, parts of which already are in effect, is attuned to the requirements of the present military situation in which “prostitution has
been ‘motorized’ while the Army has|
been ‘mechanized,’ ” Gen. Reynolds said. Disease control, he said, should include: 1. Military measures—continuation of the peace program of prevention, intensified to meet the dangers inherent in a rapidly enlarged Army and Navy. 2. Assistance of state and municipal health and police authorities acting under existing statutes and . ordinances which in most localities authorize arrest, quarantine and treatment of prostitutes known to have venereal disease. 3. Assistance of the U. S. Public Health Service in extra-military sanitation as already authorized by law and now provided by the administrator of the Federal Security Agency. 4. Assiftance by an awakened - public and such agencies as the American Social Hygiene Association, the inter-departmental social hygiene board and similar organizations. Gen. Reynolds termed prostitution 8 ‘5th column” in our midst to be dealt with accordingly. “Prostitutes have a remarkable tendency to congregate about military concentrations and to follow troops,” he said.

36 SUBMARINES ADDED TO FLEET
Old Submersibles Reconditioned to Permit Big Ships To Stay in Pacific.
WASHINGTON, Oct. 10 (U. P.).— The Navy. will ‘have a fleet of 36 recommissioned World War submarines ready for duty in the Atlantic about Jan. 1, it was disclosed today. Naval officials believe the old submarines will strengthen the 125ship Atlantic patrol and make it less necessary to divert capital ships from the main fleet in the Pacific if America should be threatened from Europe and Asia simultaneously. The Navy has reconditioned its rescue ship Chewink, which had been out of commission many years, to attend the new submarine flotilla. The Chewink reportedly has been ordered to join the reconditioned submarines sometime in December. The Navy started to recondition these ships in June. It was expected that virtually all of them will be assigned to the Atlantic patrol. The Navy is spending $11,500,000 to put the submarines in shape.
