For Mrs. Bertina Foltz Smith, Vogue Associate. Mrs. Bertina Foltz Smith, daugh-

ter of Herbert W. Foltz, Indianapolis

architect, and for 15 years associate editor of Vogue magazine, died in a New York hospital yesterday. Mrs. Smith was born in Indianapolis and was graduated from Tudor Hall and Vassar College. She had lived in New York for the last 20 years and was the wife of Elliott W. Smith, New York attorney. Mrs. Smith was widely known for her work on Vogue and in addition to her magazine editorial duties she edited the magazine's etiquet book. She also was co-author with MarJorie Hillis of the book *Cornbeef and Caviar.” She is survived by her husband, her father, a brother, Howard F. Foltz, Indianapolis; a sister, Mrs. Herbert, Rubsamen, Minneapolis, Minn, a nephew and four nieces, all of Indianapolis. CHICAGO, Oct. 7 (U. P.).—Illinois mourned today the death of Governor Henry Horner after a long and mysterious illness. The body will be taken to the 122d National Guard Armory to lie in state until military services and burial tomorrow at Mount Mayriv | Cemetery, Rabbi Louis L. Mann will {conduct the services, assisted by a Cathalic priest and a Protestant minister. The death of the 61- -year- -old early yesterday at the suburban Winnetka mansion where the had been secluded four months gave the powers of the office to Lieut. Gov. John H. Stelle who had attempted earlier this year to seize {the governorship on the ground {that Mr. Horner was incapacitated land that state affairs were being administered by a so-called bedside cabinet. Republicans List F.D.R.'s Absences

WASHINGTON, Oct. 7 (U. Pp). —The Republican National Committee published without comment today a "record of President Roosevelt's absences from Washington” since he accepted re- - nomination for a third term. It showed that between his acceptance speech on July 19 and yesterday Mr. Roosevelt had spent 42 days away from the White House and 37 days at his desk. It said that the President had spent: | Twenty-six days at his Hyde Park, N. Y., home. Eleven days cruising aboard the Presidential yacht. Four days inspecting national defense projects. Two days on a speaking tour in North Carolina, West Virginia and Tennessee. The committee included an excerpt from Mr. Roosevelt's acceptance speech whicn said: “Events move so fast in other parts of the world that it has become duty to remain either in the White House itself, or at some nearby point. . . . “I shall not have the time or the inclination to engage in purely political debate.”

INDIANA BANKERS PLAN TWO MEETINGS

The Indiana Bankers’ Association today announced two more regional meetings to be held this week, in

addition to the one scheduled at Hammond tomorrow. Dr. Curtis D. MacDougall, Northwestern University journalism professor, will compare 1914 and 1940 war propaganda at the meeting Wednesday in Elkhart. Robert R. Knepper, president of the Etna Bank at Etna Green and head of the bankers’ association in that district, said bankers will attend from Adams, Allen, DeKalb, Elkhart, Huntington, Kosciusko, LaGrange, Miami, Noble, Steuben, Yalash, Wells and Whitley Counies Paul N. Bogart of Terre Haute, association presideng, also will speak at the meeting i Hotel Elkhart. Other association officers in the district are O. M. Whitmire, vice president, Converse, and M. S. Rummel, | secretary-treasurer, Goshen. The second meeting will be held {| Thursday in Muncie.

Bankers will attend from Blackford, Delaware, | Grant, Hamilton, Henry, Howard, Jay, Madison, Randolph, Tipton and Wayne Counties. Mr. Bogart will speak. Benjamin F. Teeth’ Given To Drunkometer

ATTY. GEN. SAMUEL JACKSON ruled today that State Police can use “all reasonable force” to make persons suspected of drunken driving submit to the Drunkometer tests. He also ruled that Drunkometer tests are admisstble as court evidence. Capt. Walter Eckert said the police will interpret the ruling to mean all force short of manhandling, including the use of handcuffs. The opinion was requested by State Safety Director Donald Stiver.
