“At noon and at dinner time a whistle blows. The boys straggle out of classrooms, where they alternate day-by-day with vocational work. They come from their vocational classes, bound for the cottages.’ They used to march in lock step. And they used to line up for detail in front of the flagpole. When the superintendent, Dr. E. M. Dill, suggested they could do away with the line-up and check in at the cottages, the boys thought it couldn’t be done.

It was called the House of Refuge and wasn’t unlike Oliver Twist’s school. Later ‘it was called a Reform School. For many years it has been the Boys’ School. “Make the boys think of it as a school,” says Dr. Dill. “Put them on their own. a lad 13 years old came to Dr. Dill’s office from a town upstate. “I'm plenty tough,” he said. “If you don't believe me, ask the cops in my home town. I busted one o’ them guys heads wide open with a rock.” He was treated, like the other new boys, as a boy with a problem. Without his knowledge he was studied by a psychologist, his teachers, the cottage supervisors— and the rest of the boys.

When the city boy decided to take it on the lam, he couldn’t even get the bridle on the horse. The other boys interested him in the band.
