They probably will start out with rigid econemics. That prospect is making some City emplovees very unhappy. A semi-official tabulation of the deficit shows that the City will be running 3162.000 in the red at the end of this year and $605.000 in the hole at the end of next vear. These estimates are hased on the present rate of expenditures for this vear and the proposed expenditures in the 1941 budget. Officials do not confirm these figures which, they say, are approximations
