‘Total Attack’ Extends Risk

To Civilians as Well As Fighters.

By Science Service WASHINGTON, Aug.30.—“Total” warfare has extended the risk war death and injury from the fighting forces to the entire civilian population. Modifications in their social insurance systems made by France, Great Britain and Germany, as well as several nations still neutral, to take care of this and other new | conditions are described in the cur- | rent issue of U. S. Government publication ‘Social Security Bulle- | tin.” This survey of war's effects on social security plans 1s reported | by Dr. Almon E. Rockwell, Bureau | of Research and Statistics, Social Security Board. Great Britain has provided for | payments for personal injury to all | those taking part in civil defense and also to all persons who were | normally earning a living. Wen pensions and ‘detention Bllow- | ances’ are also provided for officers | and crews of the merchant marine.

France Cared for Civilians

France, before her defeat, provided that civilian war victims should have pensions, free medical treatment, artificial limbs and vocational training on the same basis &s members of the fighting forces. Germany provides free medical treatment and occupational assistance to civilian war victims in addition to a cash payment in proportion te extent of injury. France, Germany and Great Brit-| ain all provided against any loss 10 soldiers of their rights in connection with old age and sickness benefits. In France and Germany | all soldiers were considered to have | received throughout their whole pe- | riod of military service the same | | |

The English Tommy, who receives higher pay than sol- | diers of Germany or France, has to | keep up his own contribution toward | his insurance, but the amount normaily paid by the employer is taken care of by the Government.

A report deploring the U. S. Senate’s action in voting peacetime conscription was adopted today by| the White River Conference of the United Brethren Church.

The committee report termed peacetime conscription contrary to the spirit of democracy and a trend toward the totalitarian state. However, it placed the conference on record as favoring an adequate defense. Election of officers was scheduled for this afternoon. The six-day conference meeting is being held in the University Heights Church.

NAZIS REVEAL FIRST FRENCH EXECUTION

German occupation authorities at Bordeaux posted a notice today that Israel Leizer Karp, a Polish Jew, had been shot to death, convicted of “attacking” German Army bandsmen during the raising of the| Nazi swastika flag at the St. Jean railroad station on Aug. 24.
