Aug. 16.—“You're the army now, fella!” That's what National Guardsmen of the 38th Division shouted across the rifle ranges to each other when they learned Congress passed the Guard Mobilization Bill. But officers of the 10.000 men, including 5000 from Inidana, don't think the call will be immediate. And they believe that conscription is necessary, too, if the country is t have an adequately trained Army Maj. Gen. Rohert H.
