State Commission Reminds That Public Pays for Lack of Reciprocity.

A newly - established Indiana trucking firm got into financial difficulties over a year ago while it was doing a thriving business hauling canned goods into Wisconsin. The young head of the firm, being new at the business, had not thought of incorporating in his bid the fees charged out-of-state trucks entering Wisconsin. Those fees totalled some $800 per year per truck, for the type he was operating. And for a new and struggling truck line, that was quite an obstacle. Fortunately, the firm was operating on more than a shoe-string, and it suffered no permanent damage. It did learn an expensive lesson, however. Now the firm is doing just as all | other truck lines. The costs of entering the states which still assess fees against out-of-state trucks is included in the bids, and that, of course, is passed on to the consumer. Since then, too, a reciprocity agreement has been signed with Wisconsin. Picture Grows Brighter

uch inter-state trade barriers work no particular hardship on the truck line operators, except perI +s for a little extra trouble getting permits and paying fees in the states they operate through. The public pays the final bill. So the public is the one vitally concerned. . For the benefit of the Indiana public, officials of the Indiana Reciprocity Commission want it known that the picture is brightening. Slowly but surely a path is being | hewn east and south through the| inter-state trade barriers that once encircled Indiana.

Yesterday Indiana concluded a motor vehicle reciprocity agreement | with Maryland, the 18th state with which it has signed such agree-| ments. Under the terms of the] agreement, trucks from either state | may haul goods into the other taxfree. The agreements with other states are practically the same, with minor | differences. They usually also in-| clude provisions for reciprocity for | passenger cars, although it is not | needed. This is just a measure to safeguard against some possible de- | velopment in the future, officials say. The agreements all have one pur- | pose—the removal of inter-state trade barriers, The states with which Indiana | now has motor vehicle reciprocity | agreements are Michigan, Tllinois, | Ohio, Louisiana, Utah, Kentucky, | Tennessee, West Virginia, North | Carolina, Virginia, Pennsylvania, Oklahoma, Alabama, Florida, Iowa, Maryland, Wisconsin and Nebraska. Agreements with the last seven were signed this year.

He would have to pay $50 for his Indiana tags, the cheapest of the lot, and the following amounts in the other states; Illinois, $250; Mich- | igan, $135; Ohio, $233.75. and Ken- | tucky, $156. The Indiana commission is having real trouble working out reciprocity agreements with most of the remaining Southern and Western states, These states, being less wealthy, need all the money they | can get by making out-of-state trucks buy their licenses tags, pay | their mileage and weight taxes and | obtain permits from their utility) commissions. Arizona and New Mexico, being sparsely populated, are virtually] hopeless cases, the Indiana officials] say.

Members Get No Pay

The Indiana Reciprocity Commis- | sion was created by the legisla-| ture in 1933 to work out the trade barrier problem which had caused several border wars between Indiana and its neighbors. Ohio, Illinois and Michigan quickly signed agreements and Kentucky followed. The agreements with the other states were worked out during the ensuing years, with Indiana taking the lead in the negotiations, | The members of the reciprocity | commission, who receive no pay| for their work on the commission, | are Frank Finney, director of the Motor Vehicle License Bureau; Wil- | liam A Stuckey, member of the Pub- | lic Service Commission, and T. A.| Dicus, chairman of the state Highway Commission. “Through these agreements the] citizens of this state who operate commercial motor vehicles may op- | erate tax-free over thousands of miles of highways in other states, and Indiana has opened its doors to non-resident carriers who bring us necessary foods and goods, and | haul away our manufactured and | agricultural products,” Mr. Finnev! points out. :
