FHA Expects Little if Any Letdown From Figure For First Half.
Little if anv letdown in Middle Western home building is expected from the substantial increases made during the @rst six months of this year over a similar 1939 period. This was forecast today by Frank Piclsticker, FHA execlitive assistant for Indiana, after a survey in Indiana, Illinois, Minnesota, Wisconsin, Iowa, Nebraska and Missouri. I'wo factors are back of his prediction: (1) The steadily mounting volume of applications for FHA mortgage insurance on new homes in these states the first half of this fvear tin the face of very disturbing European news.” and (2) the upsurge in small home building necessary to keep pace with the demands or living quarters brought about by the defense program in certain sections of the Middle West, notably Indiana Mortgage insurance applications for the first six months of 1940 total 23.677 involving $108.879.878 in these seven states compared to 20,422 applications for $92,691 896 in the same 1939 period. This is a rise of about 15 per cent. The bulk of FHA mortgage business in this area continues to be in the 85000-87000 class with no drastic change in the desire for conventional types of architecture. A return of population to urban arcas is predicted hy John R Fugard of Chicago, treasurer of the American Institute of Architects As factors effecting this Mr. Fugard lists: Increased taxes, an increasing demand for public services, a rise in the median age, smaller-sized families and the accompanying demand for family units of a more compact and economieal size, These, he saves, will result in a definite trend of populations back to urban areas, where economy of living, cheapness and eMciency of transportation, and proximity to employment are basic factors “Thus,” he continues, “it may be expected that the dismal marginal arcas of downtown districts again will become producers of financial return through rehabilitation and become properly planned residential aress where there will be gracious and genial living conditions. “Herein lies the challenne to | planners for it is only then that one mav expect to see the permaneney of downtown business areas become established and the process of decentralisation halted.”
