Voters League [ssues Merit

A new pamphlet to help Leagum (of Women Voters’ members answer questions about the merit system {has been received at | League headquarters in the Illinois | Building, It is entitled “The Awk-« | ward Age in Civil Service” and haa [been compiled by Betsy Knapp for {the National League, Complaints and irritations [the spoils system and of favorite lonies of citizen,

The League presented merit planks to the resolutions com[mittees preceding each of the party conventions. “In any campaign for merit lege islation one of the major obstacles [Is the opposition of legislators and {other political leaders who have a [stake in patronage,” Miss Knapp says. “Sometimes this opposition [is open and forthright. Contains Politicians’ Statements

The book contains a liberal prin=

con prominent politicians as Ramspeck, autho; the hill to extend the Federal Civil Services

now before the Senate; Postmaster General James A. Farley, and Senator sherman Minton, whose explanations of the Indiana Two Per Cent Club and opposition to exe [tension of the Hatch Act are ade= quately “covered.” “The goal of the League of Women Voters is a merit system in fact as well as in name in the Fed(eral, state and local governments.” Miss Knapp asserts. "This means not only the elimination of politics in government employment and the selection of employees on the basis of qualifications, but alse making the public service attractive to people of ability so that careers in government will seem desirable.” Ingredients of a merit system, she says, are leadership and support from the chief executive, legislation requiring merit standards throughout, the jurisdiction, competent administrative direction in the per= sonnel agency, adequate appropria=tions, and support from the pub= lic,

Book Has Four Parts

The book is divided into four major parts: 1, “Face to Face Wilh the Patronage Issue” discusses the relation between patronage and the political parties and attempts to answer the question: 1s patronage necessary to the maintenance of the parties? 2. "The Merit System and Demo cratic Government” iz for the person who knows little of the merit system and wants to learn something of its past history and future possibilities and who wants a picture of the per:onnel situation in the country day. 3. "The Merit System in the Making, An Obstacle Race” is chiefly for the benefit of those who are waging legislative battles and facing the obstacles that arise when an effort is made to translate merit objectives into law. These major obstacles are: incoherent public opinion; patronage advocates, particularly those who give the impression of being merit supporters; and the forces that would sabotage the merit system at the outset by hampering its operation, 4. “Administration: How the Wheels Go Round” is for those who are watching the operation of a civil service program and evaluating results. Here will be found a hrief discussion of the personnel agency and other important features of a modern personnel program.
