Book Has Four Parts
The book is divided into four major parts: 1, “Face to Face Wilh the Patronage Issue” discusses the relation between patronage and the political parties and attempts to answer the question: 1s patronage necessary to the maintenance of the parties? 2. "The Merit System and Demo cratic Government” iz for the person who knows little of the merit system and wants to learn something of its past history and future possibilities and who wants a picture of the per:onnel situation in the country day. 3. "The Merit System in the Making, An Obstacle Race” is chiefly for the benefit of those who are waging legislative battles and facing the obstacles that arise when an effort is made to translate merit objectives into law. These major obstacles are: incoherent public opinion; patronage advocates, particularly those who give the impression of being merit supporters; and the forces that would sabotage the merit system at the outset by hampering its operation, 4. “Administration: How the Wheels Go Round” is for those who are watching the operation of a civil service program and evaluating results. Here will be found a hrief discussion of the personnel agency and other important features of a modern personnel program.
