Economic Monroe Doctrine Designed to Defend Western
- Hemisphere Against Bartering of Totalitarian States for Food. Raw Materials.

WASHINGTON, June 21.—State Department officials|
began setting up the machinery today of a gigantic trust
for controlling the Western Hemisphere’ s exportable food
‘and raw materials.
President Roosevelt has approved general outlines of the plan—a virtual economic Monroe Doctrine—as a move
in a broad genetal plan to defend this hemisphere against
changes in its status quo. his press conference at Hyde Before leaving the capital|~ last night, the President ordered the State Department to begin work on the plan im} mediately. The first step will be preparation of the necessary documents to submit it to the other 20 Ameriéan republics.

to Europe and Asia through a single export agency which will represent all the American republics. The plan, its proponents believe, will make impossible the use of economic weapons by the totalitarian powers of Europe and Asia to effect political and ideological penetration into Latin America.
Canada May Join Operation of the plan will require establishment of a huge revolving fund which may reach $2,000,000,000. The United States is expected to furnish the major por-
tion of this money, although each]
of the Latin American Governments probably will be required to contribute something. Contributions may be pro-rated on the basis of average annua! exports to nonAmerican countries. It #s generally anticipated that Canada, although not a member of the Pan American Union, will be brought into the scope of the plan, which is but part of the general program for marshalling the resources of the Western Hemisphere for defense against old world totalitarian powers. Preparations for land, sea and air defenses of the hemisphere are going forward hand in hand with organization of economic defenses.
Plan to Be Discussed
All aspects of this far-reaching rrogram are to be discussed at a consultative meeting of the foreign ministers of the 21 American republics to be held within the next few weeks. The exact date and the place of this meeting have not been agreed upon, but it is believed it will be called for early in July at
‘Havana.
The proposed trust, its proponents believe, would enable this continent to establish an economic Monroe Doctrine. On Monday of this week Secretary of State Cordell Hull formally notified the European dictators to keep hands off all territory in the Western Hemisphere. Tormation of the trust would constitute similar notice that economic pressure ean not be used by Europe for political purposes in this hemisphere. One of the officials responsible for the export plan is Hugh R. Wilson, former American Ambassador to Germany, whose long experience in Germany and other European countries enabled him to watch the operation of the various European cartels, as well as Germany’s and Italy’s systems of national economy based upon principles of barter.

NEW YORK, June 21 (U. P.). — Trading on the stock market foday fell off to the lightest levels of the year as market operators awaited German terms for the French surrender. Prices generally fluctuated irregularly, with changes small. French 7 per cent bonds plunged $200 to a new low at 50 per cent of par while bonds of the Axis Powers firmed. U. S. Government issues were higher. Wheat was unchanged to % cent higher at the close, while corn gained 14 to 3 cent. Cotton made small gains.
