result of the Works Board’s experience with the maintenance of unimproved streets in which Board members have found that “wildcat” developments constitute a peren- | nial and ever increasing expense to taxpayers. Major regulations proposed b Board members include the mandatory paving of streets and installation of storm and sanitary sewers by the developers of new residential property. Platting Code Followed

Board members already have taken a stride in this direction. They formulated a code of platting regulations last spring which required developers to show that drainage was adequate and roads were. to be improved to Board specifications before plats would be approved. by the City Plan Commission. ‘The code was adopted in April after more than eight months’ consideration. It stopped short, how= ever, of requiring actual sewer installation and street paving. Board members now proposé an

improvements by the builder essential conditions of getting a building permit. The proposed reguiations purport to protect the home buyer and the City against future expense of installing these improvements, according to Leo F. Weich, the Board vice president.

Describes Cost to City

Mr. Welch has asserted that “wildcatting” in realty developments may resuit in additions being developed so poorly that they become a liability to the City. The City now has 256 miles of unimproved streets which constitute an annual financial burden for- the City to maintain, Mr. Welch said. One of the theories behind the proposed regulations is that the property values of new developments usually are not maintained unless essential improvements are installed. The Board executive said he believed it would be to the ultimate advantage to the developer and buyer to make the installation of improvements mandatory.

'The Making

The Indianapolis Water Co. is distributing, without charge, a 31page booklet titled “The Making of Your Yard.” It is a compilation from bulletins of the extension service of the U. S. Department of Agriculture, Purdue University, O. M. Scott & Sons Co. of Marysville, O., and the Davey Tree Expert Co. of Kent, O. The material was gathered by John E. Kleinhenz of the Water Co. staff. There are chapters giving pointers on care of the soil, lawn, trees, shrubs, flowers rock gardens and lily pools. Some of his recommendations include tips on: “Higher clipping of grass is recommended in the summertime. . . . Close - mowing limits the development of roots. . « The longer growth reduces evaporation from the soil and thus the grass stays greener even in times of drought. . . . Longer grass also chokes out weeds. . Do not cut grass in hot weather as it increases water loss.” “Brown patch is the most common disease to attack a lawn. . .. It is a fungus growth that leaves brown spots ranging in size from an inch or two up to a foot and more in diameter. . .. Its spread can be checked by use of a fungicide
