By RUTH FINNEY Times Special Writer ] WASHINGTON, June 19.—The President has authority to increase the National Guard by more than 200,000 men if he sees fit to do so at any time while Congress is not in session. .This assurance, given the House of Representatives when it was considering the Army increase bill, resulted in acceptance by the House of the 400,000-man Army recom- - mended by its Military Affairs Committee, rather than a still larger force. - The National Guard now has 233,000 members, but its authorized

strength is 450,000. The President may legally bring it up te that figure. Coud Recruit 217,000 More The National Guard Bill now pending, strengthening the powers of the President to use these reserve troops in time of emergency ‘authorizes him also to train troops for the Guard if he sees fit. Thus he will have power to recruit and
train 217,000 more men.’ for the|
Guard at any time in the coming months. Exercise of this power would make possible the use of 850,000 men in the armed forces in time of emergency Chairman Andrew J. May of the House Military Affairs Committee told the House Monday that he favors a Regular Army of 750,000 men, but believes authorization of the larger figure is unnecessary be- - fore January. At present the Regular Army and the National Guard together number only 463,000 men, and the reason the Administration is not moving faster .to increase that figure is probably to be found in a speech made by Assistant Secretary of War Louis Johnson Monday night. Equipment Inadequate “We do not have enough vital equipment to supply even this force,” said Mr. Johnson, “not to mention the vast amount we would need if this or another emergency should bring us to M-Day. “No army can fight without adequate equipment and a continuous supply as the emergency proceeds. . . . We are bending every effort to put our present forces in readiness but I cannot tell you in all honesty that this will be accomplished before thelend of next year.” Mr. Johnson indicated that he considers the noncombatant training the Government is preparing to give hundreds of thousands of young men in the CCC camps, and through NYA and - vocational schools, as valuable as any combatant training that could be given them now. Our future soldiers, he said, must be' not only soldiers put | % engineers.

NAZI PLOT TO SEIZE URUGUAY REVEALED
MONTEVIDEO, Uruguay, June 19 (U. P.).—The Government committee investigating Nazi acfivities reported today that it had proven the existence of a plan for the military occupation of the republic by Nazi troops.
The committee said the plan called for the distribution through-
tionaries to partition the seized land and to convert “our nation into a country of peasants.” The committee concluded that the German legation had sponsored a press campaign favoring Nazi methods and ideals. It charged that the Nazi coup was to take place through military organizations of Germans distributed throughout the country and that the existence of a corps of 150 Nazi motorcyclists had been proved. The Ministry of Defense earlier appealed for volunteers for the army and revealed that army garrisons had been on a war footing since May 26. | (Last night, the United States Navy announced that the 10,000-ton cruiser Quincy was calling at Mohieviges, on its “good will” tour - South America. The cruiser Wichita of similar tonnage is also n a “good will” tour of South merican waters.) :

STATE BEGINS RELIEF CENTRAL INDEX PLAN
A central index system to record the names.of all persons receiving: any kind of relief in Indiana, proposed a year ago by Governor M. Clifford Townsend, was put in motion today. Dudley Smith, Unemployment Relief Commisison director, was named chairman of a Central Index Committee which will act in an advisory capacity. The Unemployment Commission has set up a temporary model of the system in the Terre Haute district and operations there will be watched before attempts will be made to establish it in other distriets. The plan was devised as a way to eliminate duplications of relief by various agencies and to prevent chiselers from getting on relief rolls.
