Times Special GARY, Ind., May 31.—Charles P. Kimmel, assistant to the superintendent of the Carnegie Steel Corp.'s Gary’ works, retires today after 49 years of service in the steel industry. He was porn in Todianapolis 65 years ago, the son of an engineer of the old Indianapolis & St. Louis Railroad (now Big Four). The family moved to Mattoon, Ill, when he was three and to Kansas City when he was 12. There he was a newsboy fop three newspapers. He finished only the seventh grade in school. He started to work in the steel business at Pueblo, Cal, when he was 16. He was an apprentice there, a roll turner at Paterson,
