Congested cities deny children their “birthright of play,” unless there are adequate playgrounds and swimming pools, Hugh McK. Landon said today in asking contributions for the National Recrea« tion Association, Mr. Landon {is Indianapolis sponsor for the association. His statement was made in letters to prominent local citizens asking their aid in continuing the assoclation’'s services, which include surveys and special studies, train< ing institutes and a personnel service and a recreation clearing house and consultation bureau. Revealing that 1234 new play areas were opened in the nation last year, bringing the national to= tal to 17721, Mr. Landon said, “the time to provide needed play facilities is now. BAR GROUP UPHOLDS ‘NEUTRALITY ZONE’

WASHINGTON, May 16 (U. P)). ~A special subcommittee of the American Bar Association reported yesterday that the 300-mile safety sone around the Western Hemisphere is valid under international law. The committee said that the zone “may prove to be a strong fac«

tor in preventing the dimming lights of civilization from being completely extinguished.” The report, submitted to the full association, asserted that the principle set forth by the 21 American republics in establishing a ‘peace zone” was no more reyplutionary than the Monroe Doctrine which has been accepted by all nations only after the prolonged insistence of the United States. The report contended that the zone was an extension of the Monroe Doctrine theory to sea areas.
