These are the views of one group: Business has turned upwards, primarily because of war orders. A continued, steady gain, stimulated by war demands is in prospect. But when the hostilities are over, the sudden cessation of war orders will dislocate the American economy. Because, its economic reliance on war orders, this Government then probably would have to take a major part in world rehabilitation and

powers. Loans would be cheaper to the United States in the long run because it would enable the foreign countries to continue trade with this country and keep American workers emploved. At any rate, it ‘would be less expensive to make loans than to expend huge sums of money for unemployment relief here. At present, unemployment ranges between nine and nine and one-half millions and there seems little chance of re-employing more than two millions if the steady pickup continues all year.
