DUCE IS PLAYING DELICATE ROLE AS ‘NUISANGE’

Italy Still Danger Point; Germany or Allies May Force Him Into War.

By LUDWELL DENNY Times Special Writer WASHINGTON, May 7.—-Italy is

still the chief danger point in Europe, according to American observers.

President Roosevelt's peace pressure on Mussolini continues. This, of course, is in line with Allied polfey. The time may come when the Allies will decide they have less to lose with Italy as a hostile weak belligerent than with Italy as Hitlers none fighting though effective partner. There is much satisfaction here over the temsporary success of the Presidents Mr. Denny diplomatic intervention in the Italjan situation. But it is considered little more than a hreathing spell. The 10-day qualification, which Foreign @linister Ciano is reported to have attached to the Italian no-war-now pledge, leaves the future completely uncertain. Unfortunately for the Allies, there is little more the President can do in the way of such pressure. The threat to cut off American Mediterranean shipping under the neutral ity law hardly came as a surprise to Mussolini. It is a major factor, because of Italian dependence on foreign trade, but it is not big enough to outweigh Mussolini's loot from war if he is convinced that Hitler is a sure-shot winner.

Allies Must Swing Him

Thus in the long run it is the! Allies themselves, rather than the willing President of the United States, who will have to keep Italy out of the conflict by proving to] Il Duce that they are strong enough | and fast enough to stop the vice torious German legions. The chief fear regarding Mus-| solini is not that he will deliberately throw Italy in, but that he may slip in his devious pro-Hitler ma- | neuvers or that Hitler may

Balkans. The reasons for Italy staying out are as potent now as last September, if not more so. Here are some! of them: 1. The Italian people are opposed

to war, and do not like the Germans. |

King and Pope Opposed

2. The King and the Pope are op- |

posed to war. 3. The Italian military establishment is large but weak, and the military chiefs wish to stay out. 4. Italy is dependent on imports, | 85 per cent of which enter by sea! and most of which could be cut off | by the Allied blockade.

5. Italy lacks the three main war |

materials—iron, coal and oil—and

her reserve stocks would disappear

quickly. 6. Italy, an exceedingly poor country, as a “neutral” is getting rich on war business with both Germany and the Allies. 7. Italy might profit more in the long run from an Allied than a German victory—if she deals with | the Allies she may get less, but the concessions she gets probably would be more secure. However imposing these considerations are on paper and in fact, they do not make any easier Il Duce's role as a tightrope walker. They merely explain his desire to maintain his position as a “nonbelligerent ally” of the aggressive Hitler until he can be certain which side is winning.

Must Serve Hitler

But meanwhile Mussolini must continue to be of service to Hitler in order to hold his position. This he is doing by shipping Germany certain supplies, including apparently some American goods which Hitler could not otherwise get through the Allied blockade. And secondly, as a “nuisance,” Mussolini makes France keep a large troop concentration on her Italian frontier and forces the Allies to hold giant fleets in the Mediterranean. There {8 some suspicion here that his latest warlike feint was merely a successful bluff to prevent Allied concentration in Scandinavia in sufficient force to dislodge the Nazis there.

Methods May Bring War

Assuming that Mussolini's policy is to give Hitler the maximum aid without becoming an actual belligerent, he is being driven to use methods which are likely to drag him into war whether he desires it or not. In fact, some Allied strategists think Italy is now a more effective ally for Hitler than she could be as a belligerent and that, therefore, the Allies should force her hand.

Randolph Cites Union's Solidarity in Answering Appeal For His Defeat.

Woodruff Randolph, International Typographical Union secretary, today issued a. statement replying to an article in the A. F. of L. Weekly News Service last week urging his defeat in the I. T. U. referendum election May 15. The article, written by Philip Pearl, A. F. of L. publicity director, urged the I. T. U. membership to reelect President Claude M. Baker and to replace Mr. Randolph with Mr. Baker's running mate, John J. Conley. In Washington today, Mr. Pearl said that in his article he spoke only for himself and not the A. F. of L. Claims Article Approved To this, Mr. Randolph commented that it has been my expeérience that no one’s article appears in that publication without approval of the A. F. of L. powers that be.” Mr. Randolph added: “Mr. Pearl said it is time for the printers to use their good sense, I would say the printers have used good sense by rejecting A. F. of L. domination. “The A. F. of L. is now trying to control the I. T. U. indirectly through helping elect officers in sympathy with A. F. of L. laws and policies heretofore rejected by referendum vote of our members. “The I. T. U. will never accept the |" theory that the A. F. of L. is a parent body and that it has any right to control the policies or the treasury of the I. T. U. “Mr. Pearl also says that President Baker has done all in his power

5 ARE ARRESTED IN STRIKE DISTURBANCE

ELKHART, Ind, July 7 (U. P.).— Five persons were awaiting arraignment today on charges of inciting to violence, filed in connection with a| labor disturbance at the Schulte Trailers, Inc, plant yesterday, The disturbance occurred when

non-strikers allegedly attempted to pass through picket lines set up by the striking United Automobile Workers Union, C. I. O. affiliate. Meanwhile, Governor M. Clifford Townsend had been asked to send State Police to aid local officials, but Mayor Clyde Paxson said that the request was refused although an investigator might be sent to determine the necessity for aid. Police used tear gas and clubs to quell the outbreak at the plant.

ALDERSHOT, England, May 4 (U.P)—~The Army is not a bit comfortable about the fact that some 250 German servant girls are employed as servants in houses in and round Aldershot, and the Military Intelligence Department has been’ bringing pressure to bear upon the tribunals to have these girls interned—so far without result.
