LOW-COST HOME BUILDING TURNS INTO ‘BOOMLET’
Increased Number of $2500$3000 Houses Going Up Near Cities.
By JOHN W. LOVE Times Special Writer WASHINGTON, May 3. — After years of talk and experiment, the low-cost house is going up in ine creasing numbers in the U. S. Specifically, this means the house priced between $2500 and $3000. “Boomlet” proportions have been reached in the amount of financing being arranged for these houses, and as weather opens, hundreds of them are being started. Activity in the low-cost dwelling begins to be mentioned as the “new” industry of 1940. Most of these houses are being erected by large scale operators who build five to 10 at once. Many are in rapidly growing cities, or in cities where manufacturing or other industry is calling for quarters for new workers, as in the Ft. Worth-Dallas district, which has been getting chemical, soap and other plants; around Baltimore, with its aircraft industry, and Washington which continually draws new office people. The New York and Loos Angeles districts are getting more such houses than any other area. Built To Specific Market
These are not $5000 houses reduced in price, nor are they, in most cases, examples of pre-fabrica-tion or any other assembly-line technique. No one supposes that the two-story house costing $6000 can be built for $3000 or that any magic methods have been found to make construction cheap. These are simply houses being built to a specific market for families which can afford nothing higher priced but can find no unoccupied ‘used” houses at this cost level

They are practically all detached one-stcry houses, most of them of four rooms, a few of five, many of them without basements, some without bathrooms. In a number of instances, certain work is left for the owner to complete by himself, after he moves in. Not of Average Size
They are not of average size but they are shelter, in a market which has not been served in more than a decade. They sell to people of incomes from $1000 to $2000, who are more numerous in cities than any cther group of buyers in America. The number being erected in this price bracket in 1940 is expected to

was last year. The Federal Housing Administration leans to the latter figure. but the increase in FHA insurance in general may account for some of the boom appearance. Last year the number built for £3000 or less is believed to have been about 60,000. This year it may reach 100,000. Mortgages on these houses can be insured under the revised Title 1 regulations of the FHA, and their liberalization is considered one rea-
{son for the greater interest in that
type of construction. More Skill Necessary

as more experience in buying mate-
rials, laying out the work and moving crews from one job to the next. The new FHA regulations, made possible by an amendment to the law, permits payments extended to 15 years, instead of seven, with a borrower's minimum investment of

State Gross Income Tax Division Director. Gilbert K. Hewit today cautioned home buyers that because warrants occasionally are used for collection of gross taxes, County Clerk records should be examined for recorded judgments on property before purchase. “Such warrants for gross income tax always are recorded on the judgment docket of the clerk of the county in which the property is located,” Mr. Hewit said. “They are liens upon all the property of the delinquent taxpayer.” “Such liens follow the property and can be collected from subsequent purchasers whether the property is real or personal. Many times since the inception of the law, abstractors and loan companies have discovered the existence of such liens and have refused loans or approval of title until they were removed.” Persons who fail to satisfy warrants when segged on them may think they have avoided the tax, unaware of the fact that each warrant represemts a judgment-lien that exists as long as any other judgment, he said. Before the property can be transferred with clear title, not only must the original amount of the judgment be paid, but the accrued interest at 1 per cent a month also must be liquidated,
