Army, Navy Heads Admit Redesigning of Ships, Planes Needed.
WASHINGTON, May 3 (U. BP) — Admissions by the Chief of the Army Air Corps and the Secretary of the Navy that American aire planes and warships must be redesighed in the light of European war developments brought demands from
Senators today to “slow down" the national defense expansion program. Maj. Gen. H. H. Arnold, Air Corps Chief, told a Senate Appropriations Subcommittee yesterday that several technical changes must be made in the Army's airplanes if
they are to be a mateh for those
being used by Germany Secretary of the Navy Charles Edison told a press conference Wednesday that a general revision of warship desigh is necessary to offset the “temporary advantage” now held by bombing planes over surface craft.

Mr. Edison will be called before the Senate Naval Affairs Committee next week to outiine a proposed warship modernization program, possibly Ineluding a “whale baek” ship. Committee Chairman Dat™d | Walsh said Mr. Edison would be
asked to expand his views on warship eonstruction in connection with a House-approved bill authorizing an 11 per cent increase in naval strength. His decision to re-open the hearings was the result of recent reports from Norway. Gen. Arnold's testimony was on a $785.000,000 Army Supply Bill for 1941. It brought immediate charges from Senator Henry Cabot Lodge (R. Mass), a member of the committee, that all U. S. Military planes are “obsolete according to European war standards.” Senators Alva B. Adams (D. Colo.) and Elmer Thomas (D. Okla) also expressed opinions that the Army's planes would have to be redesigned. Senator Adams has been an advocate of “slowing down” the expansion program to take advantage of technical advances revealed by the war.

Gen. Aronld told the committee that German planes, equipped with a 37 millimeter gun. have demonstrated tremendous fighting power and that American planes would have to be redesighed to provide for 1. Non-leakable, self-sealing gasoline tanks 2. Heavier gun power since ordinary machine guns are no longer considered particularly effective in air combat. 3. Armored protection and crew members. The Germans are using all three of these “improvements,” committee members said they were told The 37 millimeter guns, it was said, are capable of bringing down a plane with one or two hits; the heavy armor encases pilots so securely that ordinary machine gun bullets never reach them, Senator Lodge told reporters of one Nazi plane that had been brought down on the English coast

Gen. Arnold and the War Department contend that these revela-
tions of needed changes in Amerjean planes are arguments for the Administration's new liberalized policy of selling the latest planes to the Allies and taking delivery on newer planes later. That policy was pased on the theory that existing models would be out-moded by war developments and that by postponing delivery on planes for this country’s expansion program, the Army would get better planes in the end. Gen. Arnold said that there was no inherent danger in technical developments being used by Germany in its planes: that all of them can be duplicated by American technicians, he did admit, however, that fundamental changes in desigh of the 2800 planes which the Army is scheduled to receive during the next year would be necessary if they are to be equipped with heavy armour, Senator Lodge said that Gen, Arnold, in replying to a question, gave the details of the 10,000 bullet holes found in a German plane, «Such an incident reveals the ineffectiveness of small caliber guns against such craft,” Senator Lodge said. “They quit counting when they go to 10,000 bullet holes, There were more than 100 holes in the gasoline tank, we were told, and it still held more than 80 gallons of
