By STEVE SNIDER United Pres: Staft Correspondent CHICAGO, April 29.—TIt's been many a season since the rival relays at Drake and Penn both were run under ideal conditions and this year's accurate comparison of records produced a near standoff. In nine instances Drake marks bettered those made at Penn, while the athletes performing in the East were superior in eight events. Each had four superior relay marks, three in the field and one each in a lil cial event. The colorful Penn Relays had the edge in records. The two days of competition there saw seven records broken. Four records were shattered and two were tied at Drake.
