post_as she threatened to do when the Board approved the N. Meridian St. restaurant variance. The Board then decided to make the, rehearing a special order .of business because of what members termed the “highly controversial nature of the matter.” By unanimous action, the members amended the Board's rules of procedure to enable remonstrators to appeal for rehearing within 48 hours. ‘ : Board President George T. O’Connor described the step as “only fair to remonstrators, who should have the same rights as petitioners.” While the amendment was passed unanimously, two members said they wished to qualify their vote. They were M. G. Jonnson, City Engineer, and Louis Borinstein. They explained that in voting for the rehearing they did not pledge themselves necessarily to vote against the restaurant. Both Mr. Borinstein and Mr. Johnson voted for the restaurant permit three weeks ago.

Advertising Termed Vital

Factor in Cutting Costs

Times Special ! NEW YORK, April 23.—People who think advertising increases the

price of goods to the consumer were:told last night by a prominent advertiser that the reverse is true.

Ralph Starr Butler, vice president of General Foods, said in an

NBC broadcast that “advertising contributes to keeping down the costs of business, and thereby becomes a social aid rather than a social charge.”

“Advertising,” Mr. Butler said,

“is an important social force as well as an aid in the promotion of . | industry.

“It tells the story of inventions

and improvements so that new aids ‘to civilized living become almost : immediately available to an entire

nation. “It promotes that divine discon-
