‘Stocks strengthened under; lead of war issues. Steel issues were in A demand with gains of more than a point in J. S. Steel and Bethlehem. Coprers. firmed. CLEVELAND, April 15 . P.).— Col. Leonard P. Ayres said today that “thé sudden and unpredictable ghanges which characterize the war|g abroad and the ambiguous, slow
developments in the political situation in this country, ‘combine to make business sentiment cautious and hesitant.” In his monthly business bulletin, the Cleveland Trust Co. vice president added: “Prevailing conditions incline businessmen toward the postponement of decisions and action, for everyone knows that both politics and the war will greatly influence business conditions and prospects, but no one knows when or how.” Commenting on the recent sud-| den European war developments and consequent wide fluctuations in security and commodity prices and in foreign exchange quotations, Col. NEW YORK, March 15 (U, P.).— Building activity in the United States recorded a less-than-seasonal expansion: in March and remained considerably below the corresponding 1 39 level, according to a report on bujlding permit valuations issued today by Dun & Bradstreet, Inc.
