PITTSBURGH, April 10.—IndeFe dent labor unions are taking an ingly active part in collective ir in western Pennsylvania, the | industrial center which gave birth to both the American Federation of Labor (1881) and the Congress of Industrial Organizations (1938). Since the first of the year, inde"pendent unions here have participated in six elections and won all

of them. All are legitimate independent unions, their freedom from

management influence certified by the National Labor Relations Board.

A. P, of L. unions, in the same period, won only two of the four elections in which their names appeared on the ballot, while C. 1.'O. affiliates captured two jout of seven.

SANITATION PLANT CONTRACT SIGNED

The Sanitation Plant's production of garbage grease for the next six months was purchased today by H. J. Baker & Bros., New York City, at

a price of $3.10 a hundred pounds.

The price reprsented a’drop of 65 cents a hundred pounds in the garbhage by-products market. Works Board members decided to accept the Baker Bros. bid, the highest of three bids received, because thr is no room at the plant to store the grease until the market improves. The Board took under advisement the offer of F. J. McCabe, Chicago representatives, of Baker Bros. to serve as broker jin selling 35 carloads oi fertilizer tankage, which is also a garbage by-product manufactured at the plant. | Meanwhile city Engineer M. G. Johnson reported to the Board that the improvement of Sheffield Ave. from Lambert to Howard Sts. would cost about $8449.90 if the highest priced paving | materials were used. Local Educators Will Take Part in Sessions at Terre Haute.

Five Indianapolis educators will have prominent parts in the program of the Central States Speech Association meeting in Terre Haute, April 18-20. On Friday, April 19, at'10 a. m. ‘Valentine Williams, of Tech High School, will be chairman of a discussion en new methods of utilizing speech. Friday afternoon, Charles A. Walters, of Butler University, will take part in a panel discussion of “The Place of Mechanical Aids in Teaching Speech.” At the same time before another section of the conference, Miss Blanche Young, asistant director of publications in the Indianapolis schools, will demonstrate her “Radio Workshop” program. Friday night Miss Esther Glaspey, public schools speech correctionist, will take part in a panel discussion of diagnostic speech tests. On Saturday morning, Charles J. Wilkerson, of Shortridge High School, will participate in a panel on “The Improvement of the Oral Report in the Curriculum.” Miss Young also is on the program of the 11th Institute for Education by Radio at Columbus, O, April 29 to May 1. She will join in|_ a . discussion there of classroom broadcasts.
