Mr. Holden is pre oF the New York Building Congress, chief statistician of the F. W. Dodge Corp. and a member of the editorial staff of the Architectural Record. Mr Holden’s subject is “America Can Build.” He has said that “We|3 have ahead of us the jobs of-mod-ernizing af codes, reducing foreclosure [costs and other legal impediments to housing progress, or regularizing building-
employer-employee relations in the building industry. There is plenty of work ahead. But opportunities|3 are gradually increasing and the spirit of defeatism is gradually being licked.” Mr. Holden believes governmental |B policies establishing confidence. in long-range commitments by private pital are “of primary importance.” *He has suggested a 10-point pro-
in relation to the building industry. It includes: “l. Removing obstacles that ham-
enterprise and private investment, thus - increasing employment’ and purchasing power for shelter. “2, Perfecting the consolidation of lending agencies that have ‘been started. 73. Studying objectively and comprehensively the long-term. credit needs of the country. 4. Setting up a commission to study Federal, state and local taxes

7 SOCIAL ASPECTS OF INSURANCE LAUDED :
“Life insurance is a pioneer in social service and in social security,
