At yesterday’s Board luncheon Harold Hobbs of Muncie spoke on “A Realtor at Work.” He urged the use of uniform listings, sales agreements and management agreements for the use of realtors. He advised against listing properties for less than 90 days, against listing unless exclusive and against listing for more than.the appraisal. He said that small businessmen were not being put out of business by chain stores but were putting themselves out of business by their antiquated methods. He urged that realtors work for the defeat of the Patman Bill which would tax chain stores. : ‘

Cut to the ground those that you want to thicken up from the bottom: Snowhill Hydrangea, Anthony Waterer and Forebel Spirea, buddleia, privet and barberry hedges. Cut heavy or light according to how they have died back during the winter: Vitex, callicarpa purpurea, Kerria japonica, boxwood, tender loniceras, hypericum "and other plants that are not completely. hardy to their tips. Cut only the dead wood on the Kerria japonica as it blooms on the old wood. It seldom is necessary to trim more than dead wood. Don’t use loppers with the blade between the branches. This results in splitting. Don’t leave stubs. Make a clean cut near the larger or main branches. Use a. small’ hook-saw

to cut large canes from overgrown shrubs. If you leave stubs they may decay down to the roots. You might begin lawn feeding. Experiments indicate that fertilizing of lawns can begin much earlier than has been the custom. Applications when the ground is still frozen seem to produce better results than if you wait a month or two. Be careful, though, of pushing a fertilizer spreader across the lawn when the grass is still stiff with frost. The wheels will crush the blades. They later will show up brown. Complete chemical fertilizers are the best. Those which contain nitrogen, phosphorus and potash. Nitrigen stimulates leaf growth, phosphorus helps root growth and potash makes the grass more resistant to disease. Ammonium sulfate is a good spring tonic for grass, especially when a top dressing of a good compost is used. Apply evenly at the rate of five or six pounds per 1000 square feet and water it at once. It might be advisable with these quick-acting materials to wait until growth begins.

VACANT PROPERTY

The Police Department today began a three-times-a-day check of vacant properties in a war on vandalism. - The Indianapolis Real Estate Board has been filing with the Department three cards listing each vacant property. One of the cards is given to each of three squad cars operating during 24 hours in one district. ‘Once during each shift the property is inspected. : The special service was offered by Lieut. Edward PF. Moere, in charge of larceny and ¥andalism cases . for the Department. The plan was worked out by a committee including David T. Nicoson, Charles O. Grinslade and Robert B. Kershaw. :

CHAIN STORE TAXES TOPIC FOR ADDRESS

The effect upon real estate of proposed taxation of chain stores will be discussed at 9 p. m. today over the NBC-Blue network by Newton C. Farr of Chicago, president of the National Association of Real Estate Boards. The association, in resolutions adopted at its 1938 convention, pointed out that a “widespread disorganization of commercial 'property use and a consequent dislocation of real estate values in the business cenfers and sub-centers of every American city would be entailed by any measure, such as that now before Congress, which would bring about a disruption of chain store merchandising.” Such a disruption, the resolution adds, would result in a direct loss of taxable values for municipal governments and would adversely affect business recovery.

Indianapolis, © which - stands at 95

per cent, is nearly as high as any city in the United States. The North Central Region, which includes Indianapolis, is third high in the nation, with a 95.26 per cent occupancy, according to the second quarterly survey of the National Apartment Owners’ Association. Other cities in the region are Cincinnati and Cleveland, O., and Pittsburgh, Pa. : : The report was issued here by William P. Snethen, manager of the Apartment Owners’ Association of Indianapolis.

South Rates Highest

Highest occupancy is in the Southern Region which includes the cities of Atlanta, Ga.; Birmingham, Ala., and Greensboro, N. C. Apartments in those cities together are 95.98 per cent occupied. In Boston, which represents the New England Region, occupancy is 95.66 per cent. For the nation, 93.32 per cent of apartment units are occupied. The greatest increase in occupancy during the past three months occurred in the Pacific Southwest Region, with a jump from 83.92 to 93 per cent. This region is made up of the cities of Los Angeles and Oakland, Cal, and Oregon and Salt Lak City, Utah.. ; The North Central Region rose from 94.38 per cent to 95.26 per cent in the three-month period.

Speaks on Safety

At this week’s Apartment Owner’'s meeting, John W, Gamble of the Indiana Inspection Bureau spoke on “Life and Fire Safety.” He urged regular inspection of all properties and strict compliance of all safety regulations. He stressed the importance of keeping entranceways clear of debris, especially in apartments, hospitals and schools. R. M. Rink, president of the Goshen Manufacturing Co., will speak at the Association's March 27 meeting on beautifying apartment surroundings. He is the son of the former Indianapolis merchant and builder of the Rink Apartments.

The sale of 11 houses, three lots and a one-story business building were reported this week by the North Side Real Estate Board. Sales totaled $83,700 bringing the year’s total to $689,835. The business building "at 812-14 E. 63d St. was sold by Hall-Hottel Co. Inc. to Harry W. Stone, local businessman. Lots were reported sold by F. C. Cash in North -Butler Addition; John H. McCord, local realtor, has been named to the 1940 committee on housing and the rebuilding of residential areas of the National Association of Real Estate Boards. es The committee, which includes 45 members representing principal cities, will meet at the Mayflower Hotel, Washington, D. C., April 2324. Plans through which proper housing may be achieved for every income group will be formulated. The meeting will precede : the three-day Joint National Conference on Real Estate Taxation to open April 25 in Washington under the auspices of the National Association of Building Owners and Managers, the Mortgage Bankers Association of America, the Nation= al Apartment Owners Association and the National Association of Real Estate Boards. -

Class to Consider -Client’s Ability To Pay. ’ The two major obligations of a real estate brokér are to sell a home within his client’s ability to pay and to provide a home which will meet the client’s needs, according to Robert E. Mason, local realtor and builder. Mr. Mason, who is a past director of the Indianapolis Real Estate Board, spoke this week on “Selling Residential Properties” before the real estate class of the Indiana University Extension Division. _“In most cases, the purchase of a home is the greatest single investment the average home buyer will make during his lifetime,” he said.

Warns Against Over Selling

“Consequently, a real estate broker who oversells his customer not only fails in his professional obligation to his client, but also places a lifelong- burden on the buyer. Home ownership then becomes a drudge instead of a pleasure. “A broker must study and analyze the family needs of th& prospective purchaser and then provide a home which will meet those needs.” ~The nearness to schools, church, the proximity of shopping centers, the availability of trans portation facilities, all should be considered © in determining the neighborhood in which the new home owner should locate, he said.
