CITY REDUCES SCHOOL DEBTS

Total of Bonds Owed Cut By $70,000; Payment Saves Interest.

The Indianapolis School City today owes $70,000 less than yesterday. "A check for $470,000 was sent yestetday to the Irving Trust Co. ‘New York, where bonds for that

amount were due today. A total

of $70,000 was paid from the sink- : ing fund and $400,000 from the proceeds of the first series of this year’s $2,172,000 refunding bond issues. The School City will save a large

USE OF GOATS IN

TESTING DEADLY BOMB OPPOSED

Cruelty to Animals Urges Ships for Trial.

WASHINGTON, March 15 (U. P.). —The Society for the Prevention of Cruelty to ’ Anifnals today sounded a- battle cry of “use ships not goats” to an inventor's proposals to test his new liquid oxygen

bomb by .blowing up goats on a lonely Texas prairie.

dent’ of the Washington branch of the animal society, urged a nationwide campaign of protests against the use of goats, or any other animal, to test the new explosive and. suggésted that it be tried on the Government's “ghost fleet” of retired World War vessels, now tied up. at Solomon’s Island in Chesapeake Bay. Inventor: Lester P. Barlow, who claims that his new explosive is “the most deadly,” indignantly denied that he intended any cruelty to animals. He insisted that the goats would be killed so quickly

‘| that there would be no pain.

Society Opposes Goat Plan

Mrs. Elmore, however, said that her society would do “everything in our power” to prevent such an experiment, but admitted that “it is a

hard proposition in view of the fact that it is a Congressional matter.” “We believe in preparedness,” she said, such a test with animals should be necessary. It would be far better to test the bomb on some of the Government’s. old ships tied up from the World War. Certainly a ship is as fair a test of the bomb’s

1destructive capacity as a live ani-

mal.” Mr. Barlow, a Stamford, Conn. inventor, now employed by the Glenn L. Martin Aircraft Co., looked forward eagerly to Monday's show down with his old foes—the Army and Navy Ordnance Departments, whom he beat in a $700,000 court of claims case for World War inventions. He hasn't been able to collect the money yet, but he thinks Congress will get around to voting it one of these days.

Committee Impressed

He will get an impressive hearing. The House and Senate Military and Naval Affairs Committees will hold an unusual joint session with War and Navy Department experts invited, to hear further details of his invention. : The Senate Military Affairs Committee was so impressed with his testimony Wednesday that it burned the minutes of a two-hour session lest a foreign power learn the formula of the new explosive—a combination of liquid oxygen and car-

- amount of interest on today’s trans- | bon

. action. The bonds that are being retired today called for 5% per cent { interest; the refunding bonds recently sold to Chicago's First Na- ‘ tional Bank carry interest of only 2 per cent, less than .half as much. The next refunding transaction will take place in April and involves -$214,000 worth of bonds. Bids for the new bonds will be received by the School Board April 2.

Apricots in Jam With the Law

There still may be a few cans of apricot jam on the bottom of ~ Fall Creek near Capitol Ave. Police were called to the scene yesterday afternoon when it was reported that boys were fishing cartons out of the water. When the police went fishing they got. 34 one-gallon cans of jam. They later arrested three men on vagrancy charges who, . police. said, admitted to the theft of 96 cans of apricot jam. Police said the men told them the cans were taken from a Government truck in the 500 block on W. 14th St. The jam was en

Army and Navy experts won't discuss Mr. Barlow’s latest invention with reporters, but they are skeptical. Mr. Barlow claims that he can’t get a fair hearing from them primarily because: he. beat them in’ the courts over his World War inventions, and because he goes over their head to Congress when they won't pay any attention to him.

Called Claim Absurd

This ds not the first time that Mr. Barlow has been before Congress with new devices that the claims would revolutionize national defense. Two years ago, he offered a 2000pound TNT. steel bomb which he said “could penetrate five vessels placed side by side and make holes big enough to drive 40 horses through.” Commander A. C. Davis, head of

plans division, told Congress then that such a statement was “manifestly and equally absurd.”
