NEW YORK, March 13.—Some . investment-trust men in New York

- have been discussing the subject of

‘investment trusts. And one of them, Floyd B. Odlum, has made a suggestion which may seem a little disturbing to investors, but

' ‘which actually is worth pondering.

The investment trust is the medium of investment offered to the

bewildered man who has a few | hig

dollars to put to work and doesn’t know what to do with it. It had a

. very. unhappy history in this . country bstween 1922 and 1033—

. particularly after 1929. It would not be too much to say that billions of investors’ money were frittered away in the investment-trust orgy which ‘disgraced this period. But for all that the investment-

"trust idea is a perfectly sound one

and there were, in the welter of : trust promotions, some good trusts. As a result of the shameful exploitations of investors, the investment trust was investigated by the SEC

. and most of its sins were fully and . ably exposed. And as a - result, " some if not all of the investment !: trusts have mended their ways.

: excellent means of investment for

. persons unfamiliar with securities, : provided they can find the right

! trust, has in it certain economic |Good— i tendencies which are quite serious.

Some time ago I called attention i to the tendency of investment : ‘money to seek security rather than * high profit. As & result billions of - -gollars: are flowing every year—even these Jean years—into insurance : companies, savings banks, Govern- ‘ ment ‘bonds. One result of this is © that the capitalist system is robbed —almost fatally—of that dynamic factor known as risk money or venture capital. The almost complete lack of this kind of investment—

investment for risk—is the thing|} which has the system now in a state Good

of collapse. - The buyer of stocks is the one person. who supplies this venture capital outside of those who build houses, etc. those corporations which reinvest their savings. But - the stock buyer has joined the ranks of the seekers after safety. ‘He wants the high return of the stock but he wants the security of|§ the bond. And he imagines that investment trusts can ‘do that and yet invest in nothing but securities with long histories of good manage~ ment and earnings. This drift is one of the most serious elements in our present economic lethargy. 8 ” ® . THE SUGGESTION of Mr. Odlum is that investment trusts

. should invest more in what he calls

industries or enterprises. There is no doubt that this is a necessary development, but no investment . trust should .do this or be permitted to do it unless it makes that policy perfectly plain to its investors. There are investors who are per-

fectly willing to see their funds|l

ventured in enterprises with an element. of risk provided the venture promises, in the event of success, a large return to compensate for the risk. But the funds of such investors ought not to be mixed up with the funds of those who think they are getting pure safety at the same time.

Times Special WASHINGTON, March 13. ~The Agriculture Department reported today that 22 Indiana farmers reported in 1939 to the Attorney Gen‘eral that- they were bankrupt as compared with 55 the year before. A total of 303 Indiana bankruptcies were reported to the -Aniorney 0 General last year ss compared with 500 in 1938. The percentage of Indiana farmers who were bankrupt dropped | from 11 per cent in 1938 to 7.3 per cent in 1939. : Indiana was one of the states showing the greatest decline in ‘the: nation, 1422

recorded last year as compared with ‘1799 in 1938.

Indianapolis Industrial Center to Be Managed by Local Firm.

Klein & Kuhn, Inc. Indianapolis property management agency with offices in the Guaranty Building, has been appointed management agent and exclusive representative for the Indianapolis’ Industrial Center, Inc, it was announced today. \ The property, which was formerly the Atlas Engine Works, comprises six blocks between Martindale Ave. and Sheldon St. from 19th St. to the Belt Railroad.
