~The St. Louis committee, after a 75-day study, concluded that the only way to eliminate smoke was to -enforce. ordinances requiring that persons or plants burning high volatile fuels have mechanical equip-

ments to burn them smoklessly, or|

use smokeless fuel such as coke or gas. The St. Louis committee rejected 8 program of education such as has been in progress here for almost 20 years. The corfimittee also rejected the use of natural gas as too expensive and the exclusive use of coke as economically unsound.
