~ Appraisal Is Ordered in

Citizens’ Suit Charging Exorbitant Price.

MARION, Ind., March 8 (U. P.) — Judge Oliver D. Clawson in Grant Circuit Court yesterday ordered an appraisal of the properties of the Elwood Water Co. and an inspection of its records in a suit filed by a group of Elwood citizens to invalidate its purchase by the city. The plaintiffs contended that the City Council voted to pay an exorbitant price for the system at a closed session and without the formality of a public hearing. The price set was $500,000. Judge Clawson ordered engineers employed by the protesting group to begin an appraisal and inspection by March 16.

Supervisor of Supervisors Wishes He Could. Get ‘Out On the Lot.

After 30 years, Emil Rath, Indianapolis Public Schools Physical

Education director, is back on the job which started him off to a career of athletics—playground supervision. This time, though, Mr. Rath will supervise supervisors. He is Mayor

rect the athletics division of the Park Board’s training school; for summer playground personnel which opens March 11. In a way, Mr. Rath wishes he could be out on the lot himself. He hasn't done that outside of the schools since he left a supervisory post in Pittsburgh’s pioneer playground system in 1909.

It’s An Exact Science’

“You know,” he said, “a good playground instructor ought to have lot of experience. They've made physical education an exact science.” ‘Tt is to put “science” instead of

sion that Mr. Rath: was selected by the Mayor in the City Hall's effort to improve recreation this summer. The white-haired veteran. recreation expert, considered dean of physical education leaders in the Midwest, conferred Friday at the School Board offices with two of his assistants in the training school, Mrs. Norman Koster and Roy Seyforth of the Brookside Community Center. He will work out an instruction program which will = incorporate some of the modern trends in play-

ground supervision.

‘Built Around Child’

“I've watched our City playgrounds for a long time,” he said, “put only as a bystander. It Has always seemed to me that the foundation of any recreation system is a trained group of supervisors. “Of course, you can't run the pro-

use in the schools. Buf I think you can use some of our methods.” Mr. Lath’s theory, now an. integral part of the schools’ athletic program, is to build the recreation program around the child, not fit the child into some arbitrary program. “We study the characteristics of the child which determine what kind of program is best suited for him,” he explained. ; * “Certain types of activity are not suited to certain age groups. You have to plan activity that will not be too strenuous for younger children and strenuous enough for older ones.” Mr. Rath Polisves in the beneficial effect of rhythmical exercise in developing muscular responses which will do the child most good in modern, city life, Rhythm, he says, is the basis for every kind of skill, from ice-skating to baseball. This is best taught in folk dances, which will feature playground activity. A graduate of the narmal school of the American Athletic Union here and of Indiana University, Mr. Rath taught playground work in Pittsburgh from 1899 ‘to 1909. He was dean of the normal school from 1910 to 1934 when he became physical education director for the schools.

AROUSE COMPLAINTS

Fimes Special LA PORTE, Ind, March 6.—Taxpayers have begun storming the office of E. Otto Droege, Center Township Assessor, to complain because their assessments this year are higher.

Mr. Droege said the reason for ‘the higher assessments is the more detailed schedule of personal property which the assessors are required by the State Tax Board to fill out. In the past, household furniture could be given a lump sum estimate, but now such articles as furniture must be set out in detail with an , estimated | valuation for ach piece. Among the items on which valuations must be placed are dish fans, ironing machines, ranges, refrigerators, sewing machines, sweepers, washing machines, dining room, bedroom and living room furniture, books, stoves- and similar items.

TOWN BOARD DOWN TO LONE MEMBER

Times Special JEFFERSONVILLE, Ind, March 8.—The Sellersburg Town Board was down to one member today, with the resignation of Wallace Smith. The third member, Dr. Harold T. Vogel, resigned two weeks ago. The resignations have been, attributed to protests by Sellersburg residents over the condition of the streets following the laying of tile by WPA for a sewer project. business can be transacted by the Board until it is reorganized.
