Junior Indiana Senator * Withdraws as Sponsor For Legislation.

“WASHINGTON, March 7.—Senator Sherman Minton (D. Ind.) an-

nounced today that he has withdrawn his name as one of six Dem-

ocratic ‘Senators sponsoring a bill] |

to return the Farm Credit Administration to the status of an independent agency. The FCA has been put under Secretary of Agriculture Wallace by ‘order of President Roosevelt and thus has become an agency of the Agriculture Department. + Senator Guy M. Gillette (D. Iowa) had announced that Senator Minton was one of six joining with him in seeking to put this multi-billion-dollar farm credit agency back where it was formerly. The FCA, which has loaned more than $6,000,000,000 to farmers and has about half of this outstanding, was placed under Secretary Wallace last July. Since that shift, many -af the top-ranking officials have resigned in protest against the policies of A. G. Black, who succeeded F. F. Hill as Governor of FCA. “A former Iowa Agricultural College instructor, Governor Black was director of marketing and regulatory work under Secretary Wallace until appointed to head the FCA. “Another Agriculture Department shakeup made Claude R. Wichard, AAA division director and one-time Indiana Democratic State Senator, Undersecretary Agriculture. He sycceeded M. I. Wilson, who had succeeded Rexford G. Tugwell for whom that post was originally created. . ‘Mr. Wichard conferred with Senator Minton before the latter announced that he would take no part in the Gillette campaign to restore FCA to independent status. "He said that he had talked about this and other matters, but had not known about the Senator’s decision until informed today by a newspaperman.

Martin T. Manton . . . from judge to. convict.

NEW YORK, March 7 (U. P). —Martin T. Manton, until a year ago the nation’s highest ‘ranking jurist ‘outside of -the United States Supreme Court, started to prison today. Manton, a social celebrity once rated a millionaire, surrendered to Federal authorities this morning to begin a two-year term in Lewisburg, Pa., Federal Penitentiary for selling judicial decisions from his position as senior Judge of the United States Circuit Court of ‘Appeals. . Yesterday he paid a $10,000 fine which also was imposed following his trial.
