NEW YORK, March 4.—When Thurman Arnold indicted Big Bill Hutcheson , of Indianapolis, president of the Carpenters’ International Union, in Pittsburgh, that was the second time Arnold "had nailed Hutcheson. And it meant that he had struck at the most powerful figure in the American Federation of Labor, : Hutcheson was not indicted because he was an A. F. of L. leader, ‘but because he was charged in both cases with being mixed up with manufacturers in holding up prices on building materials. ~The public aught to know something about the man upon whom the Justice Department has now gone to work. Big Bill belongs to . the beak-busting type of labor tsar. * Big, burly, autocratic, he runs the Carpenters’ Union as if .it were his personal property. He has been its

international president and boss].

sir:ce 1915. And his reign helps us to understand why the A. F. of L. ‘labor boss is very much like a political ward boss in a big city. He keeps in power and flourishes by very much the same practices and methods used by the Tammany chieftain in New York or the Republican leader in Philadelphia. ’ »

, THE UNITED Brotherhood of Carpenters and Joiners of America is now probably the largest union in the A. PF. of L. Hutcheson is its president, and first vice president of the A. FP. of L. besides. The union is riled by an executive board, but Hutcheson dictates who its members are. He controls all business agents and all election machinery and can suspend any business agent or local union at will. At a convention a delegate once protested some ruling of his. While the delegate.was speaking, Hutche-

nounced, “The gentleman is hereby

that. For nine years—from 1928 to 1936—Hutcheson never permitted a single convention of the Brother-

possess as much..power in Germary or use

brotherhood.

‘IN 1924 MORRIS ROSEN ran

the Brotherhood. Rosen was called a “Red.” His “Red” platform inciuded such. extreme planks gs the 40-hour week, industrial unionism and support of the Parrfer-Labor Party of La Follette. But Hutche-

pelled Rosen from the union and

—for supporting Rosen. There is no member curled up in the extreme right wing of the Lib-

son in reaction. In fact, a distinguished member of the Liberty League once extolled him to the skies. - This’ is the man who rules the Carpenters’ Union as a personal asset and who can, with a wave of the hand, makes rules and regulations governing carpenter participation in building. "

NEW YORK, March 4 (U. P.).— Net income of America’s - leading manufacturing corporations in 1939 rose almost 100 per cent over the preceding year, a compilation by. the National City Bank of New York| pea revealed today. The bank in its monthly survey: reported that a total of 960 leading manufacturing companies, with a net worth in excess of 15 billion dollars, had net income aggregating $1,281,479,000 for 1939 compared with

50 $646,864,000 in 1938, a gain of 98.1 {170.1300 1

‘None of the groups into which| &

the various companies were subdivided showed a deficit for 1939 al-

though several replaced 1938 deficits|

with net profits. These included textile units, meat packing, iron and steel and automobile equipment.

PROBE TRADING IN N. Y. TRANSIT NOTES

NEW YORK, March 4 (U. P).—

is |Offcials of the New York Stock Ex-| Good

change disclosed today that an investigation is being conducted into recent, unusual trading activity in Interborough. Rapid Transit Co.’s 6 per cent notes of 1932. It was emphasized, however, that

»| the investigation was merely the

customary routine study undertaken by the Exchange whenever a security becomes exceptionally active. No details of the investigation will be made public, it was announced, unless it should uncover “suspicious” evidence which would then be

|turned over to the Securities and|{ » | Exchange Commission.

Under the proposed New York|$

¢ | unification plan holders of these

notes would receive a price of $350 per $1000 par value, but heavy bidding in the past few days lifted the issues as high as $387.50.

FIGHT FOR OIL TRADE

FORSEEN IN SUMMER

TULSA, Okla., March 4 (U. P.).— A mid-summer fight between mid-

over crude oil markets appeared

certain today after the Texas Railroad Commission angrily ignored the Federal Bureau of Mines in setting its March production allowable. The cry of “politics” already was

ern producers and state officials surveying the continued—and increasing—record production of oil from the free-flowing wells of Illinois. Texas’ move to produce more oil in spite of the Bureau of Mines’ forecast that more would not be

the strengthening resolve of midcontinent states to get their share of the crude market. Governor Leon C. Phillips of Oklahoma, long a stanch advocate of controlled production through proration, intimated this week that Illinois politics might be blamed for present antipathy of the state government toward suggestions for production control. Observers, including representatives of some large midcontinent companies, were inclined to grant

all the oil necessary to supply its market. Chief fear expressed was that uncontrolled drilling into flush

market and cause producers to begin pushing unwanted oil on the

the crude oil structure.
