And what it proposes for the old Chicago, Milwaukee & St. Paul is, generally speaking, what I “have been crying for for most of the railroads for the last seven years. Here is a road which has roughly 224 million dollars of common and . preferred stock. And it has outstanding 478 million dollars of . bonds. Bookkeepers and assessors can Juggle figures all they want but they cannot make that road worth

that much money. It hasn’t earned

any profits on that capitalization and it never will. But it has some value left. : Therefore there are two courses to take respecting it: let it run along with.that capitalization, lending it more money from the "Government, and watch the road slowly eat up all the value that is left. Or we can face the facts squarely and cut the capital down

It is better for the investors, for the road, its customers and the country. _ Now the common stock and the preferred stock of this road are absolutely worthless. The sensible thing to do therefore is to recognize that, just as we do when a house with a $500 mortgage cannot earn enough money to pay the interest. The equity is then valueless. The C. M. & St. P. is in bankruptcy. The I. C. C. has declared that its $119,000.000 of preferred stock and its $105,000,000 of common are utterly valueless and should be abolished. * It then takes its $478,000,000 of bonds and some of ‘its accrued claims and proposes to give to the various holders, depending on their several priorities, new bonds and stocks :

2 N 2 WHEN THEY GET THROUGH! the new capital will be $548,000,000]to instead of $744,000,000. All the old stock will be wiped out and some of the bonds will be reduced to stocks. If this is approved by the courts the railroad will have a yearly interest charge of $4,269,000 instead of $24,000,000. I do not know

enough. I think it should have gone farther, but at least it has gone in the right direction.

A plan like this may restore this|comm

railroad—if the right kind of managers are put in—to a healthy business enterprise which can earn profi‘s, buy locomotives, cars, rails, materials, make improvements, spend money, pay taxes and contribute to the recovery of the country. If the whole railroad problem were approached this way it would not be long before they would be spending a billion a year on reconstruction and rehabilitation. This should have been begun seven years ago. If takes time. We would have ‘been well on our way to real re-

Furthermore, if you are particularly keen on the program, you'll be able to hear it twice.» Not only will the quiz show be available on the local station at 7:30 p. m., but it also will be broadcast for New York and eastern stations two hours later. Because of the program’s nature, they will have to have two sets of “experts” on hand. Although definite information is lacking, it may be assumed that the same set of questions will be used twice, and that contestants on the later broadcast will be kept away from their sets to prevent “cribbing. There will be two invited contestants and two audience volunteers for each program. Guests on tomorrow's later broadcast will be Rudolph Ganz, conductor of the New York Philharmonic-Symphony’ Ss young people’s concerts: and noted pianist, and Dana Suesse, the young woman composer whose specialty is Jazz with somewhat serious overtones. Visitors for the CBS-WFBM show at 7:30 have not been announced. It-would seem that “So You Think You Know Music” at last has come s|upon palmier days. For a time it was off the air this summer, deserting “its “before-Philharmonic” spot because of a dearth of quiz material. But we may assume that things are looking up, since the program has been moved to a more advantageous time and made available to more stations, d its

“Vitava” and the Overture to “The Bartered ' Bride.” Midway in the program listeners will hear Strauss’ “Don Juan” and Debussy’s “After noon of a Faun.” Following Mr; Walter’s .conclud= ing guest appearance next Satur= day night, Arturo Toscanini will re= turn to conduct the remaining eight concerts in the NBC orchestra's season. 2 2 # You may hear Schumann’s Fourth Symphony again tomorrow as played
