Funds Can Be Used Only By Direct Relief.
A proposal that Marion County township trustees use relief funds to sponsor WPA projects was blocked today by an opinion issued by Attorney General Omer S. Jack-
‘ son. The opinion stated that “after a ' very careful mination of all statutes” it has been determined that use of township relief funds for purposes other than direct relief would be illegal.” Trustees conferred with the State Accounts Board this week regarding the plan which had been proposed by WPA officials as a means of reducing the direct relief load by putting men to work on WPA projects. 3500 Could Be Aided It was estimated that about 3500 men, many of whom have been laid off because of bad weather and lack of sponsor funds, could be taken off direct relief by WPA if sponsor funds were available, Mr. Jackson’s opinion was con- . trary to a ruling made in St. Joseph " County Circuit Court a year ago. That court's decision upheld a contract entered into between a township and the City of South Bend to co-operate in the financing of WPA projects. The decision was based upon a 1935 Indiana law which empowered public officials to co-operate with the Federal Government in all phases of relief,

Under that contract, which still is in operation, the township provides $6.75 a month for every man taken off direct relief and placed on a WPA project. Center Township Trustee Henry Mueller, after discussing the St. Joseph County ruling with his attorney, said he would not feel free to proceed under that plan unless the Indiana Supreme Court had ruled on it. No such case ever was presented to the Supreme Court.

Miss Inez Ahlering of Reitz High School in: Evansville will preside. “Tested Teaching Procedures” will be the conference theme.
TEACHERS COLLEGE GETS!NINE PAINTINGS
Times Special TERRE HAUTE, Ind. Feb. 9.— The collection of nine Hoosier salon prize paintings, owned by Kappa Sorority, which is to be hung in the gallery of the new Fine Arts Building at Indiana State Teachers College, will be brought < here to- , morrow from Chicago. The group will be augmented by the 1940 prize painting, “Fishing Boat,” by Lillie Fry Fisher of Terrace Park, O. Colleges and sorority officials will participate in dedication exercises March 16. The pictures will be loaned to Indiana chapters of the sorority.

‘Bryan and ‘Louis -L. Ray, vi concluded from recent research
nounced today. ~The Institute said Bryan. and ‘Ray: conducted the research leading to this conclusion in the socalled ' -Lindenmeier Valley in Northeastern Colorado, one of the New World’s oldest known habitation sites. The Institute’s announcement, much of which was unintelligible to non-scientific laymen, discussed findings of Mr. Bryan and Mr. Ray and told of their conclu"sions regarding such matters as, subglaciations, human artifcacts, varves, layers of detritus and “the so-called St. Johnsbury or Pomeranian glaciation.”

Officials of school corporations are forced by law to enter into written contracts with all teachers in. advance of the school year, Attorney General Omer 8. Jackson ruled in an opinion today. The opinion was given at the request of Floyd I. McMurray, State Superintendent of Public Instruction, who was urged to act by the Indiana State Teachers’ As-
sociation. In a letter to Mr. McMurray, As-
sociation Secretary Robert H. Wyatt |;
said that “in some instances written contracts are not entered into at all and in many instances a serious delay is practiced.” The Attorney General's opinion also stated that school corporations failing to ‘have written teacher contracts were not eligible for State aid on teachers’ salaries.
