T0 INVESTIGATE PRICE PETITION

New Plea for Regulations Being Circulated by Journeymen Here.

The State Barber Board today started plans for a thorough investigation of the next petition for price and hour regulations of Indianapolis barber shops. More than 600 local barbers voted Tuesday to circulate another peti-

tion for regulations after Circuit].

Judge Earl R. Cox last week invalidated shop rules promulgated by the State Board last November. Judge Cox did not declare’ the Barber Control Law unconstitutional but ruled that the manner in which the regulations had been promulgated was illegal. He made] the ruling in the case of the Independent Barbers’ Association which was opposing the price and hour regulations.

“ Price Provisions Identical

Provisions of the proposed new petition are identical with the old regulations as to price scales but would permit shops to remain open an extra hour, to 7 p. m., on Saturday nights. The week-day closing hour would be 6 p. m. Under the law, the State Board is empowered to promulgate regulations upon a petition signed by at least 80 per cent of barbers within any trading area. Independent barbers claimed the State Board did not properly investigate provisions of the other petition and complained that they were not -given a hearing before the rules were promulgated.

Terms Regulations Necessary

Frank McKamey, State Board Secretary, said steps wil be taken to make a complete investigation of the fairness of any new regulation proposed before they are made official. “Price and hour regulations are necessary to save the profession from financial ruin,” Mr. MecKaney said. “I've heard talk about some barbers threatening to sell their shops and move elsewhere if the prices can’t be regulated to a point where everyone can make a living.”

INDIANA MEMBER OF(CAA WILL SPEAK

Osw n, Indiana member of the il Aeronautics Authority, is scheduled to be in Indianapolis for the meeting next week of the Air Transport Association of America. Mr. Ryan, a native of Anderson, is expected to speak at the A. T. A. meeting at which problems of commercial aviation will be discussed. The meeting will open at the Municipal Airport Tuesday.

GIRL WINS MANUAL SPEAKING CONTEST

Lillian Lyster, Manual High School pupil, has been awarded first place in the second annual constitutional oratorical contest sponsored by the American Legion. : Charlotte Smith won second place. Miss Lyster will represent Manual at the district contest to be held March 2 at the Indiana World War Memorial. .

Miss Margaret Jones, Franklin, has been chosen Franklin College freshman queen for 1940. She succeeds Miss Sally Spanagel, Indianapolis.

MEN'S APPAREL CLUB T0 CONVENE SUNDAY

The Men's Apparel Club, Inc. is to hold a convention Sunday and Monday at the Claypool Hotel. Registration will be held all day Sunday with a Round-Up Party in the Riley Room at 10 p. m. Bert Bacharach is to be the principal speaker during the Monday session. His luncheon talk will be followed by a dinner and floor show featuring Doc Noble’s Orchestra. The Ladies’ Auxiliary will sponsor a “games party” Sunday at 2 p. m,, which will be followed by a plate lunch in the Assembly Hall at 4:30 p. m. A luncheon and style show will be held at the William H. Block Co. at 1 p. m. A dinner dance for convention members and the auxiliary will be held at the Riley Room, Claypool Hotel, at 7 p. m. Monday.

GETS 1T0 10 YEARS IN ASSAULT ON SOLDIER

Grant Bowles, 42-year-old Lawrence, Ind.,, farmer, was convicted of assault and battery with intent to murder and sentenced to 1-to-10 years in the Indiana State Prison in Criminal Court today. Bowles was found guilty of shooting Norman Thompson a Ft. Harrison Army private, Oct. 27, 1939, during an alleged quarrel over some chickens and a cow. Bowles served time several years ago, according to police records, in Alcatraz Prison for threatening to kill his commanding officer at Ft. Harrison while he was in the Army.

10 CONVENTIONS SIGNED FOR CITY

Publicity Bureau Expects 5000 to Be Attracted By Gatherings.

The Indianapolis Convention and Publicity Bureau today announced that conventions of 100 organizations were booked during January for Indianapolis, and that they will bring more than 5000 delegates. The Indiana Greenskeepers Association will meet here in January next year. The National Mineral Wool Association will meet May 16, this year, celebrating the 100th anniversary of the production of mineral wool in Wales. The attendance should reach 750, the bureau said. e Indiana Coal Merchants Association is to meet the same month, and the statewide convention of the Woodmen of the World will meet June 6, this year. M. E. Kilpatrick, in charge of arrangements, said there will be 2000 dele-

From| Nov. 10 to 17 this year, the National Christian Mission will meet, with an attendance estimated at between 1200 and 1500. : The Associated Retailers of Indiana will meet in October this year, with about 300 in attendance and Alpha Phi Omega, a national fraternity, will meet June 20 to 22 with 100 in attendance. Phi Chi Epsilon, ‘a sorority, will meet June 7 and 8 next year with an attendance around 150.
