THE FIRST THING therefore is to examine carefully the whole national expense account and clearly determine what is permanent and " essential and what is temporary. What services are we going to keep; - what would we do away with if the emergency passed? Having done that, we should drastically bring those services within the limits of a sound yearly budget. Next, every kind of Government enterprise which is going to cost great sums to maintain, which will commit the Government to vast continuous outlays in the future, should be ruthlessly ruled out, 2s = 2 THE BUDGETARY EXCESS — That is, whatever sum is to be expended in excess of taxes—therefore should be planned upon a pattern which will permit easy and quick shrinkage. ‘Congress should then consider its tax plans. First, every ordinary Government expense, including military preparations, should be paid strictly out of taxes. As for the extraordinary and temporary expenses, these will have to be paid partly from taxes and partly from borrowings. As much should be paid out of taxes as possible. But in this case the very greatest caution should be exercised not to impose these taxes on purchasing power. The taxes should be laid in such a way as to reach persons ‘who enjoy incomes which permit savings.

Add Moisture

In the mullers a proper amount of moisture is added to recondition the sand. Moisture and other control work in connection with the mullers is handled entirely by electric buttons and hand valves at thelg operators’ stations. The operator need not leave his station. Sand discharges from the mullers|¥e to a belt which puts it in a revivifier to fluff it up and even it. A distributing belt then carries it to hoppers above the sand slingers or, in the case of the intermediate and small units, to hoppers above the molding machines. On the large units, sand feeds from these hoppers to the|{Gt Ni 14% slingers by a pan conveyor, which|gt North 3 i , aid Et has a belt beneath it to pick up any Pl sand drip.
