i*sury Department cost
JAN. 20,
John'T. Flynn
0.—There is a
~NEW YORK, Jan. ‘very important feature of our budget which has been completely over-
looked for several years. The President in 1933 set out to Jeut a billion dollars out of Hoover's ~ jbudget. Later, when he wound up the year with a three: billion-dollar deficit, his explanatior was as follows: That he had cut the ordinary expenditures of the budget and that the excess spendings we ry and relief, leaving us with real onomy in our ordinary budget. en the emergency| should pass hen the emergency | expenditures Would end. Then we would have a Fegiicad ordinary budget. Now let us see what tthe President as done with the ordinary budget. Comparisons with [1933 are very ifficult, because the m ing our Government expenditures as been shifted so many times that the searcher gets lost (in the mazes of changing Treasury bookkeeping. But a few examples will serve. 2 3
Hee YOU LOOK cas i at these budget figures you will think that there has been a saving. For instance, in the Treasury Department in 1933 the sum spent was $267,632,000, while in this 1941 budget the “sum asked is $164,000,000. That looks like a hundred million saving. But back in 1933 almost all the general Government i charged to the Treasury Department. That is not in the Treasury any more. Hence to col ury spendings in 1933 and in 1941 you must deduct all the sums which had to do with buildings in 1933. If . that is done, the comparable Treasin 1933 was $145,000,000 against $164, 000,000 now asked. In the Agriculture the cost in 1933 was) Promptly the Preside
Department $255,475,000.
1934 to $58,363,000." This looked like |g
& marvelous reduction. | But it was accompl cutting expenditures, ly transferring them | to another cammission where they were enormously increased, In spite of that Agriculture Departme It icosts have steadily risen every year since. To compare the 1941 proposal with the 1933 costs, we have to take out of the Agriculture statements all those costs which no longer appear in that department. One item alone is enough to examin that is rural roads, which in 1933 \was charged to the Agriculture Department but has not been charged ince. It now appears in various other recovery _items.. That alone amounted to $177,245,000 in 1933, Take it out of the Agriculture figure and you have $78,230,000, compared with $142,930,000 asked for the coming year. ® 8 8
ALMOST : EVER E one fooks this same condition appears. In other words, if tomorrow the emergency were to disappear and all the emergency expenditures with them, we would still have left an enormously increased budget which probably cannot ever be brought again to within striking distance of 1933 levels. i President’s denunciations| of extravagance in 1932, his boast cut the ordinary expenses of the Government .and th i costs were due wholly to emergency |S expenditures, is wholly without foundation. "The | greatest extravagance of all A has been in the White House itself. Here are the figures for White House costs—and they have nothing to do with the eme: i, 1933, $369,000; 1934, $359,000; 1935, $458,000; 1935, $458,000; 1936, $425,000; 1937, $502,000; 1938, $ 79,000; 1939, $2,370,000; 1040, $2,972,000; 1941, $3, 573,000, Here is an increase in Mr. Roosevelt's own depar ment of 1000 per cent.

It. might interest you to ‘know that a “hit parade” of grand opera
thority for the list is Harvey Brown, who has accompanied 1648 aspiring stars in the past four years for the Metropolitan Open Auditions of the Air. - Out of the 265 atiss which Mr. Brown has played for these singers, the baritone warhorse, “Eri » from Verdi’s “The Masked Ball,’ leads all the rest. In second place is the sopranos’ “Pace, pace,” from “La Forza .del Destino,” also by Verdi.. And close behind is “Voi lo sapete,” from Mascagni’s “Cavalleria Rusticana.” Other favorites are the “Caro Nome,” Vissi d'Arte,” “Amour viens aider” and “Mi chiamal 0 Mimi.” Among the non-oper tions in English, Ernest Charles’ “When I Have Sung My Songs to You” tops the list. ext is Del Riego’s “Homing.” it’s heartening to know that - ad to Mandalay” limps along with only | ja handful of performances.
are trends in arias. One year they'll all sing the same thing, and next season it will be forgotten. The hard-working accompanist suggests as a partial explanation the fact that a successful revival at the Metropolitan usually brings out the “hit” arias from that work among the auditionists. But that still leaves us wondering why all the conductors have picked on Sibelius’ Second Symphony this season. Sure, there's a war—but why only the Second Symphony?
