~NEW YORK, Jan. ‘very important feature of our budget which has been completely over-

looked for several years. The President in 1933 set out to Jeut a billion dollars out of Hoover's ~ jbudget. Later, when he wound up the year with a three: billion-dollar deficit, his explanatior was as follows: That he had cut the ordinary expenditures of the budget and that the excess spendings we ry and relief, leaving us with real onomy in our ordinary budget. en the emergency| should pass hen the emergency | expenditures Would end. Then we would have a Fegiicad ordinary budget. Now let us see what tthe President as done with the ordinary budget. Comparisons with [1933 are very ifficult, because the m ing our Government expenditures as been shifted so many times that the searcher gets lost (in the mazes of changing Treasury bookkeeping. But a few examples will serve. 2 3

Hee YOU LOOK cas i at these budget figures you will think that there has been a saving. For instance, in the Treasury Department in 1933 the sum spent was $267,632,000, while in this 1941 budget the “sum asked is $164,000,000. That looks like a hundred million saving. But back in 1933 almost all the general Government i charged to the Treasury Department. That is not in the Treasury any more. Hence to col ury spendings in 1933 and in 1941 you must deduct all the sums which had to do with buildings in 1933. If . that is done, the comparable Treasin 1933 was $145,000,000 against $164, 000,000 now asked. In the Agriculture the cost in 1933 was) Promptly the Preside

To compare the 1941 proposal with the 1933 costs, we have to take out of the Agriculture statements all those costs which no longer appear in that department. One item alone is enough to examin that is rural roads, which in 1933 \was charged to the Agriculture Department but has not been charged ince. It now appears in various other recovery _items.. That alone amounted to $177,245,000 in 1933, Take it out of the Agriculture figure and you have $78,230,000, compared with $142,930,000 asked for the coming year. ® 8 8

[HOG RECEIPTS DROP, PRICES REMAIN FIRM £

Top Holds at $6.10 in Light Trade.

Hog receipts at the Union Stockyards here today slackened from yesterday’s 9000, largest run in the country, to 3500, but prices held steady with those of yesterday, according to the Agricultural Marketing Service. The Service reported that the top

price remained at $6.10 for 200 to 210-pound. weights. An estimated 150 salable cattle were received, 25 calves and 500 sheep.

Special issues advanced tdtay at New York while the main body of stocks was narrowly irregular with volume light. Most activity centered on Commonwealth & Southern which held at $1.1215. unchanged. Heavy turnover was noted in Brooklyn-Manhattan Transit issues and Standard Gas stocks.
