ment in breaking down the various costs of municipal operation and “making these costs as plain and as understandable to the citizen as ne storekeeper does to the nousee.”

In. striving to make governmental operation understandable to the | public, the association reports, the city| government has found numer- . ous ways of reducing expenses or obtaining better government for the same amount of money. “The present administration,” the | pamphlet asserts, “came into office after the ctiy had enjoyed a long history of comparative economy and efficiency. “The two municipally-owned utilities formerly administered their businesses as separate units. . . . Consolidation of the administrative affairs of both utilities saves the City $75,000 a year. Utility service users now have a single meter reader and pay monthly bills for both services at one office. “When the cost and analysis showed that city vehicles were getting only an average of 6 miles to the gallon of gasoline, the reasons for this low figure were sought. A card file system which keeps a. check on fuel purchases, instructions given to drivers, -and ‘maintenance of equipment in good condition brought

gallon.” The cost of asphalt patching was reduced from about 18 cents, in 1929, to about 82 cents a square yard. Charts prepared by the research department and showing the cost of the various items of Government are made available to the public. One chart tells the owner of a $4000 home how his property tax is divided to support the various civil city services. Figures are based on the 1938-39 rate of 59 cents and represent the average taxpayers property tax payment. On this basis, the average cost per month was: Police protection, 42 cents; fire protection, 48 cents; garbage collection, 8 cents; street cleaning, 13
