deficits. Today the Government owes 42 billion dollars. The public debt in 1930 was something over 16 billion. That was the hangover from the war. We had been gradually reducing it. This means that we have added 28 billions to it since 1930. On July 1, 1931, the Treasury sent over to President Hoover a little memorandum pointing out that the Government had gone in the red $616,000,000 in the fiscal year just ended. It was caused not by any change in the spending policy of the Government. The depression, which was then in full swing, had cut profits and hence taxes. Taxes had fallen off $860,000,000 And that caused the deficit. Hoover became alarmed and called on Congress to economize. As a matter of fact, that deficit turned out to be more than $900,-

that. At the end of 1932 the deficit 3

was around three billion. At this point the Democrats went into action. They denounced Hoover in unmeasured terms. As early as January, 1932, Democratic leader Garner called for strict economy. He declared the House must cut out An -the supply bills all Government luxuries however meritorious. The Democrats, he declared, hoped to control the next Congress in 1933

Young Mr. Kaminsky spent his childhood in Harbin, Manchukuo, where he made his debut when he was 8. A year later he was taken to Paris, and later came to New York; on a subsidy provided by a group impressed by his talent. For his debut with the orchestra tomorrow he will play the Glazounov Concerto in A Minor. Opening the program will be the Overture to Rossini’s “La Gazza Ladra,” and in the closing portion, Sibelius’ Symphony No. 2. This work, by the way, is becoming the symphony of ‘the hour. Our own + lorchestra played it last week-end, and the Boston Symphony Orchestra has scheduled it for a New York concert this week.

lius stock, of course. But it would be unfair to say that the attention directed toward either the composer or this symphony arises simply from sympathy or patriotism. For the Sibelius Second happened to enjoy a similar vogue two or three years ago. No one yet has explained satisfactorily the psychic influence which makes conductors light upon a particular work in the same season and ride it almost to death. So it will just have to be passed over here as one of those things. 2 2 2
