sistant U. S. Attorney Charles Carr said today. Federal authgqrities have legal jurisdiction because they already had Bioff in custody yesterday when
| a fugitive warrant was issued on the
Illinois charge. Bioff surrendered yesterday and posted $5000 bond. A few hours later Governor Henry Horner of Illinois signed extradition papers on the pandering charge. Bioff posit

turning point—perhaps as grave in all its implications as any in" her long history. ; In a warring world wherein most of the great powers are too occupied with their own troubles to interfere, Japan soon will have to decide on her future course—whether to play ball with the democracies or go the way of Germany and Soviet Russia. - . Two weeks from today, when the clock strikes midnight, the Japa-nese-American treaty .of commerce and navigation will end. For a time.

But something can happen at any moment—after Jan. 26. The United
war with. China may collapse. Whether or not there is an embargo depends on Japah—upon what kind of deal China gets. in the “new order” which Japan has announced she is about. to set up in East Asia. The United States. contends that the Nine-Power Treaty of Washington, sighed in 1922 by Japan, the. United States and seven other powers, still governs, failure. to live up. to her signature. That treaty calls for an independent China. Sets Up Puppets
Japan’s proposed | “new order,” it is currently supposed, would scrap that treaty. Already she has set up puppet regimes in Manchuria, Inner Mongolia and ‘North China. Not, it apears, she is on the point of creating a new “central government,” which, like the others, will jump when she pulls the strings. At the head of the proposed regime is Dr. Wang Ching-wei, formerly . Chinese Foreign Minister and right-hand man of Generalissimo Chiang Kai-shek. He, it is reported, has agreed to recognize Manchukuo as an independent country and to co-operate with Japan militarily, economically and otherwise. The North China puppets will merge their powers with his. Much now depends upon how Wang Ching-wei works out. If Wang, like Emperor Henry Pu Yi of Manchuria, actually: is a tool of Tokyo. the United States certainly will’ not facilitate * Tokyo's play. Chairman Key Pittman of the Senate Foreign Relations Committee already has. proposed an embargo aganist Japan, and -vassaldom for China probably would insure passage, of such a resolution.
J apan Herself Divided
Japan herself is divided. For the past few years her military clique has held the whip hand. The Army has been doing precisely as it pleased, especially in China. Now, however, the clique is losing its: grip. For two years and a half it has been unable to bring China to her knees. Back home an awakening public is getting tired of the war and is beginning to ask questions. A week from ‘Saturday the Diet meets at Tokyo and there are signs that it may make things unpleasant for the Army. So the Army would like to be able to show some results. It would like to point pridefully to the regime of Wang Ching-

Poor House for One Will Close
Ohio County's infirmary, which for more than two years has had a total population of one, will hang up a closed sign next March, the State Welfare Department announced today. After March 1, the County will place all indigents in need of institutional care in neighboring Dearborn County’s infirmary, under terms of a contract held by the two counties. : Welfare Department officials explained that many smaller counties are finding that by closing up their infirmaries and using those of larger counties that they can save money and that the recipients receive better care.
