NEW YORK, Jan. 11.—The nub of the row which is taking shape in Congress over the Government’s|; huge budget for 1940-41 is to be found in the bill for war preparations. In his own budget estimates the President has conceded that he can cut nearly a billion dollars from the Government's expenditures on all the peacetime services of the nation. If Congress adopts this estimate then the question of new taxes will depend entirely on what it will do about the President’s armament plans. If Congress tells him that it is willing to authorize a sum as large as last year, which was very great, then there will be no need for new taxes, Therefore the first thing Congress is called on to do is to examine the President’s armament plans. = ” # AROUND THESE PLANS it is possible to diffuse no end of fog by playing with the. appealing words “self-defense” and “patriotism.” Of course every man and woman in the United States is in favor of national defense. But what does national de-|. fense mean? It does not follow that because we are all for national defense therefore everything the President proposes for national defense is essential or wise. Congress ought to find Jut, if it can, what the military and naval experts believe we ought to have. This is not easy. The President is commander-in-chief of the Army and Navy. All the experts are his subordinates. They are brought up in a tradition of obedience and subordination to the Commander-in-Chief. They will tell the President what they think. But once he decides, and makes the decision a matter of paramount political importance, it is very diffi‘cult to get them to appear publicly -'and criticize his plans. = 2 z THERE ARE MEN in Washington who believe that these grandiose plans do not have the wholehearted support of the Army and Navy, particularly the Navy. Congress ought to find out about this. What does national defense mean? Defense of what? Of our own country from attack? Or does - it mean the whole Western Hemisphere? Or does it mean the Western Hemisphere plus the Philippines, our ships up the Yangtze River, Singapore, holding the fort in the Pacific to release Britain's boats for European duty, and soon? There is good authority for the opinion that if by national defense we mean national defense and not worid adventure, then these [immense outlays are not necessary. Congress should investigate this.
WHEAT ADVANCES AS EUROPE BUYS
CHICAGO, Jan. 11 Jan. 11 (U. P.)— Heavy wheat purchases by European nations continued to strengthsn _ wheat futures on the Chicago Board of Trade today. At the end of the first hour wheat was up % to 12 cent, with the May future at $1.02%2. Corn was up % to % cent, oats unchanged to up % cent, rye up % to off 1 cent and soybeans 13% to 2 cents higher,
