Chamberlain Faces Trouble

But that was in peactime. Now there’s a war on and the generals wants to have the say. Mr. HoreBelisha, the go-getter, wants to be boss too. Hence the inevitable col- 1 J¢ lision between him and Gen. Sir Edmund Ironside, chief of the Imperial general staff, abetted no doubt by Viscount Gort—a clash which the nature of the drama-lov-

‘ing and not always tactful Mr.

Hore-Belisha hardly minimizes. So, Prime Minister Chamberlain seems in for a pretty nasty session when Parliament reconvenes next week. Some of his predecessors have foundered over less. There are all kinds of guesses as to the exact cause of the crisis. There are rumors that it was caused by a difference of opinion over what to do about Finland, over whether to remain on the defensive against Germany, -or attack; over the role of the air force, and whether more troops should be sent to France or employed on other fronts. And so on.

Generals vs. Politicians

But regardless- of the merit of these rumors, the real issue is whether. the war is to be fought by Britain's duly. appointed military heads or by the politicians in London. President Wilson, who abhorred war, was nevertheless determined that it should be waged efficiently, | 7 once the die was cast. As soon as we entered the World War, therefore, he closed his eyes and ears to political advisers and picked the best generals he could find to lead our forces. His Secretary of War, Newton D. Baker, was of the same mind. If Gen. John J. Pershing had failed to measure up, the President would have yanked him out. But until that time came, General Pershing’s word prevailed over that of any politician or group of politicians. As a result not a single major scandal grew out of our effort in far, in American history. Every preceding war in which America was engaged had produced scandals or disasters or both, due to the inter-mixture of war and politics. The current tempest in England, therefore, should not excite foreign opinion unduly. It is strictly according to form, and is really a healthy sign.
