HOUSE STARTS

ANTI- LYNGHING

"BILL ARGUMENT

dloosiers Favor Measure; Harrison Supported in Budget Study Plan.

WASHINGTON Jan., 9 (U. P).— House debate of the controversial anti-lynching bill was opened today with an assertion by Rep. James Wadsworth (R. N. Y., that the measure would “dd infinite harm and mislead multitudes of people into bitter disillusionment.” Six hours of debate was scheduled. on the measure. Passage tomorrow was virtually assured as the

. House yesterday voted 256 to 114 to

consider it. The bill will then go to the Senate where equally certain death through Southern filibuster is expected. Hoosiers Support Bill Both Democratic and Republican Congressmen from Indiana plan to

vote for the anti-lynching bill. The seven Hoosier Republicans

_ and five Democrats were among the

255 voting yesterday afternoon to discharge the Rules Committee and bring the bill to the floor on a rollcall vote. In the Senate the Wagner-Van-Nuys anti-lynching bill will be reported favorably, but a filibuster may halt its passage. Senator Frederick VanNuys of Indiana is coauthor of the measure with Senator Robert F. Wagner (D. N. Y.). Meanwhile, assurance by Administration: Senate leaders that national defense expenditures would|g be studied in a proposed joint Congressional investigation of President Roosevelt's budget, won Republican support for the plan today. Republican opposition to the proposal sponsored by Chairman Pat Harrison (D. Miss.) of the Senate Finance Committee blocked its consideration in the Senate yesterday.

- Offers Plan Tomorrow

Cloakroom conferences, however, in which Senate Majority Leader Alben W, Barkley (D. Ky.) and Mr. Harrison asured Senate Minérity Leader Charles L. McNary (R. Ore.) that the joint committee, if created, would investigate Army and Navy appropriations as well as other budget items, cleared the way for Senate approval. Mr. Harrison will offer his. plan |= again when the Senate convenes toIOrrow. The Harrison plan appeared, however, to be headed toward defeat in the House where those in charge of tax and appropriation bills still are resentful of the Senate's refusal last session to support House economy

_ plans.

EDISON'S PROPOSAL FAGES QUIET DEATH

WASHINGTON, Jan. 9 (U. P,).— Navy Secretary Charles™ Edison's proposal that Congress give President Roosevelt power to commandeer factories, materials and ships in peace-time emergencies as well as in war was pigeonholed today in the House Naval Affairs Committee. Chairman Carl Vinson (D. Ga.), said that it was “resting very carefully in the basket,” and that he did not contemplate introducing a bill at present. Committee members, who affectionately refer to their chairman as a “one-m#n steam roller,” knew that this meant the bill was as good as dead. That was Mr. Vinson’s reaction

- to vain efforts by Republican mem-

bers to draw out Mr, Edison on his proposal at hearings yesterday.
