ISSUE LAID TO BUILDING CODE
Morrissey Cites Lack of Garage Space as City Plans Enforcement.

action was made on recommendation of Chief Morrissey and on the plea of Wilbur Winship, Streets Commissioner. Chief Suggests Remedy Chief Morrissey pointed out that all-night parking in the streets was particularly prevalent in apartment house sections, where, he said,
garage space is at a premium. He suggested that revision of the present building code to force apart-
ment house builders to provide!
“adequate” garage space as a condition of getting a building permit would help solve the problem. The Chief admitted that he has been unable to enforce ‘the ordinance prohibiting all-night park‘ing principally because of the lack of private garage space and the unwillingness of car owners to put their automobiles in public garages. The Chief's recommendation that the building code be amended was supported by George R. Popp Jr., City Building Commissioner. Mr. Popp said he had seen ordinances in other cities which required apartment builders to provide a given percentage of garage space as a condition [of getting a building permit. Mr. Popp said he would confer with City Plan Commission members on the feasibility of such a requirement in Indianapolis. Winship Urged | Action
On the motion of Donald S. Morris, Republican Board member, the Safety Board decided | that on and after Jam. 23 all cars found parked in City streets between 2 and 6 a. m. will receive parking stickers. The Board also decided to enforce a State law providing that all vehicles parked on public streets or highways show a rear red light onehalf hour after sunset until one-half hour after sunrise. Chief Mossissey said that allnight parking encouraged automobile and accessory thefts, hindered the recovery of stolen automobiles and made street cleaning difficult. Streets. Commissioner Winship has repeatedly asked [the Board to clear the streets of cars at night so that his crews could sweep up dirt and clean snow from gutters.
U.S, KNOX COUNTY SETTLE TAX DISPUTE
VINCENNES, Ind. Jan. 3 (U. P.). —The Faderal Department of Agriculture and Knox County commissioners have compromised a long controversy over payment of taxes on Government-owned farm resettlement projects, including Deshee Farm, 7 a co-operative. The<ompromise provided that the Government would contribute an amount equal to taxes based on evaluations fixed by its own agents and payment: would be made directly to governing units affected instead of a lump payment to the county treasurer.
SHELBYVILLE MAN GIVEN LIFE TERM
SHELBYVILLE, Ind. Jan. 3 (U. P.).—James Wallace, 40, of Shelbyville, today was under a life sentence at the State penitentiary on a charge of slaying his wife, Katherine. Wallace was indicted yesterday by the Grand Jury and pleaded guilty to second-degree murder in Circuit Court. He told the court that he stabbed his wife when she did not obey his order to return home from a Che'istmas Eve party.
