Butler Track Classic to Be Held March 16; Leading Athletes Coming.

March 16 has been set as the date for the eighth annual Butler University Indoor Relays to be held at the fieldhouse, Ray Sears, Bulldog track coach and director of the carnival, announced today. Invitations have been issued to

approximately 150 college and university track teams including many eastern schools, members of the Big Ten, Indiana's Big Three, and several outstanding individual stars. Originating in 1933, the Butler Indoor Relays have since become one of the outstanding track carnivals in the country, ranking with the annual outdoor Drake Relays and the Penn Relays. Indiana University won the Butler carnival in 1933 and since that e University of Michigan ave captured first place in the university division. Among schools invited to this year's carnival are Indiana, Purdue, Notre Dame, Michigan, Wisconsin, Marquette, Illinois, Ohio State, Pittsburgh, Ohio University, Chicago, Michigan State, Western State, Kansas State Teachers of Emporia, Kansas State Teachers of Pittsburgh, Towa, Northwestern and most mdans schools.

COUNCIL PLANS T0 REORGANIZE FOR 1940 WORK

Meeting Won't Last Long; 1939 Both Productive And Argumentative.

Proceedings of the Council passed into history today as the nine directors of the City's destiny prepared to assemble Jan. 1 to reorganize for the new year. The reorganization is expected to be a brief procedure. It prebably will last as long as it takes for one Democrat to nominate Joseph E. Wood, president, for re-election, another Democrat to second the motion and the six Democratic majority members to answer “aye.” Then the council will elect Albert O. Deluse as vice president, succeeding Guy O. Ross, who declined to serve again because of the press of business duties. Finally the committees will be chosen, with few changes from this year. Looking back, the Council enjoyed a productive and somewhat argumentative years» Members considered 131 ordinances and six resolutions and passed 113 ordinances and five resolutions.

G. O. P. Pulls Surprises

Not always united, the Democrats were more than once taken by surprise by the Republican minority. Fraught with factional disputes, Council meetings several times] would have ended in chaos, but for for the genial diplomacy of some of the members. The Council made one major blunder: Members approved an ordinance under the impression they were buying an $11,000 addition to a golf course for $3400. The Council's chief headache was the controversial truck traffic ordinance which the body amended once and then a second time, leaving the basic issue unsettled. Members agreed, however, that they learned from that experience that they could please some of the people some of the time, but none of the people all of the time.

An ordinance which would have restricted the enterprise was then stricken from the file. The Council cracked down on what some members termed “war profiteering.” Members ordered City Hospital to re-advertise for food bids when the original bid prices seemed too high. In the sceond set of bids, the prices dropped and the Council took the credit for savIne the City several hundred dolars. The Council's outstanding task was the 1940 Civil City budget. Councilmen cut a total of $11,000 from budget requests after two weeks of debate. Members concede now that they made a mistake when they eliminated a $1000 item for rat extermination, which brought criticism of civic groups.
