last year with an average error of less than 2 per cent. A staff of trained interviewers in Louisiana covered 81 of the state's 64 parishes and talked to more than 2500 citizens in all walks of life. The Institute makes no predic. tion as to the outcome of the election, however. Polls can be accurate only where elections are honestly conducted, and where the people vote without coercion or special inducement. The Institute reports herewith sentiment as it was found in the survey completed Dec. 15. At that time there were five candidates in the field: Huey Long's brother Earl Long, the present incumbent and head of the Tong! political organization; Attorney Sam Jones, an independent candidate with business backing; Jimmy Noe, former Huey Long supporter | but an opponent of the present regime of Earl Long: Vincent XK Moseley, a Harvard law graduate, and James H. Morrison.
Popularity About Same
The Institute survey found Mr Long and Mr. Jones running neck-and-neck in popularity 2500 voters interviewed. The actual | results were:

Thus, if an honest election had been held in early December, and if the Institute survey results are as accurate as they have been in other Southern primaries, the election would have been so close as to require a run-off. By Louisiana law a run-off election is held if no one candidate polls & majority of the total vote cast. In a second question in its survey, the Institute asked voters how they would choose between Jones and Long in case~of a runLJ The results showed a lead for Jones. He polled 58 per cent, as against 42 per cent for Long. No prediction of the outcome is possible for several reasons. Ale though it is not the Institute's function to collect evidence regarding the honesty or dishonesty of elections, a recent survey showed that two out of every three voters polled in the state believe themselves that elections in Louisiana have not been honestly conducted in recent years. Moreover, since the Institute's sampling was completed several weeks before the election, there is always a possibility that campaign developments between now and election day will change the sentiment recorded in the study.
Long Popular in City
The survey showed Governor Long more popular than any other candidate in the city of New Orleans, but found Jones leading the field in the rest of the state e city the percentages which, ain, do not constitute a forecast, Long 44 per cent; Jones 27 per cent, Noe 21 per cent; Morrison 6 ver cent: Moseley 2 per cent. In the rest of the state, Jones Jed with 37 per cent, to 29 per cent for Long, 20 per cent for Noe, 12 per cent for Morrison, and 2 per cent for Moseley In the test of sentiment in case of a run-off election, the Institute found Jones’ lead up-state more than offsetting Long's advantage in New Orleans. Thus, in the city the Long vote in case of a run-off was 53 per cent, to 47 per cent for Jones; whereas in the rest of the state Jones lad with 62 per cent to 38 per cent for Long.

Truckers “Wane Plates Must Be Purchased By Jan. 1.
With only one more week in which to purchase truck weight tax licenses, the State Motor Vehicle License Bureau reported today that only a small percentage of Indiana truck owners have purchased them. Frank Finney, Motor License Bureaun direetor, said he was to confer with Governor M. Clifford Towntoday on plans for ordering the arrest of tiuck drivers failing to display 1940 weight tags after Jan. 1. He said the Governor's recent moratorium on regular license plates, extending the deadline from Jan, 1 to March 1, doas not affect purchase of truck weight tax licenses, “Purchase of these are due by Jan. 1 and at the rate they are being sold, it appears now that only half of the truck owners will have them by the deadline,” Mr. Finney said. He indicated that following the conference with ‘Governor Towne send an order for the arrest of drivers failing to show the tags will be issued. The Indiana Supreme Court last Tuesday upheld for the third time (the 1937 law requiring all truck [owners to purchase weight tags. The license fees on the weight tax range from $2 to $75, denending upon the size of the truck,
